Position highlights
This role will support the Bureau of Energy and Technology Policy (BETP), which consists of the Offices of Energy Supply and Infrastructure, Telecommunications and Broadband, Affordable Housing Energy Retrofits, and Building and Transportation Decarbonization.

As an Office Director (Legal), you will perform diverse and interesting work in a dynamic, mission-driven environment, including but not limited to:
  • Providing legal services to the Commissioner and agency personnel relating to affordable, clean and reliable energy resources, telecommunication and broadband services, weatherization assistance, conservation and load management, building retrofits, and more.
  • Performing wide ranging general counsel duties regarding legislation and regulations, as well as contracting, litigation, ethics, employment and open records matters.
  • Providing advice and support to the Office of the Commissioner relating to administrative dockets before the Public Utilities Regulatory Authority (PURA) and the Federal Energy Regulatory Commission (FERC).
  • Drafting and reviewing strategic reports and plans.
Responsibilities of this position consist of:
  • Providing diverse legal services to the Office of the Commissioner including drafting and reviewing legislation, regulations, contracts and agreements, legal memoranda, declaratory rulings, orders, final decisions, legal briefs, and other written communications;
  • Managing, mentoring, evaluating and supporting a legal team comprised of attorneys and paralegals;
  • Providing legal advice related to environmental, energy and administrative law matters;
  • Coordinating and consulting with the Office of the Attorney General on questions of law and the management on ongoing or anticipated litigation; 
  • Researching complex legal issues;
  • Responding to Freedom of Information requests and requests for advice from agency personnel concerning the Code of Ethics;
  • Interpreting statutes, regulations, rulings, and contracts;
  • Leading and supporting agency diversity, equity and inclusion efforts; and
  • Providing legal counsel and advice to agency leadership and technical staff.
This is a full-time position located in our New Britain office. Teleworking opportunities are available.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection and Office of Consumer Counsel this class is accountable for directing the staff and programs of an office.

EXAMPLES OF DUTIES

  • Directs staff and operations of the office;
  • Coordinates, plans and manages office activities;
  • Formulates and implements office goals and objectives;
  • Reviews and evaluates effectiveness of established or proposed policies and/or programs, assesses options, develops recommendations for improvement and drafts policy statements and regulations;
  • Evaluates staff;
  • Prepares or assists in development of office budget;
  • Serves as liaison with other operating units, agencies, and municipal, state and federal governments which may have an impact on program activities;
  • Performs a variety of difficult, complex and sensitive legal work;
  • Researches and advises Commissioner and senior level staff on matters pertaining to legislation, regulations, enforcement, administrative procedures and adjudication;
  • Drafts legislation and regulations;
  • Conducts hearings and prepares decisions;
  • Coordinates and negotiates resolution of enforcement actions;
  • Assists staff and Office of the Attorney General with court preparation;
  • Provides assistance to staff in regard to enforcement issues and orders and civil penalties;
  • Prepares reports and correspondence;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in the practice of law including administrative law with some responsibility for research, development, planning and review of legislative and /or regulatory programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included responsibility for performing energy or environmental protection work.

PREFERRED QUALIFICATIONS

  • Experience independently preparing contracts;
  • Experience preparing written communications including memoranda of law, legal briefs, decisions or opinions for judicial or administrative proceedings;
  • Experience in administrative or judicial proceedings, regarding on energy, utility, environmental or land use matters, in local, state or federal forums;
  • Experience with administrative process and the Uniform Administrative Procedure Act including drafting or promulgating regulations, declaratory rulings, licensing, administrative hearings, or administrative appeals;
  • Experience leading teams and managing projects.

SPECIAL REQUIREMENTS

Incumbents in this class must be a member of the Connecticut Bar.
