Position highlights
This role is responsible for overseeing the day-to-day operations of the Enforcement Division, including developing and leading enforcement programs and initiatives, reviewing enforcement actions, and handling personnel and administrative matters.

Specific programmatic responsibilities and duties include, but are not limited to:
  • Planning, prioritizing, and providing direction for five supervisory groups within the division
  • Assuring compliance with state and federal clean air statutes and regulations formulating and recommending policy positions on clean air statutes and regulations
  • Developing and implementing programs to enhance the enforcement of Connecticut’s air quality statutes and regulations and to improve public health and environmental outcomes
  • Assisting in developing and overseeing the implementation of and evaluating the division’s strategic goals, including budgets, enforcement policies, and legislative and regulatory development
  • Assisting in the development, implementation, and assessment of the Geospatial Measurement of Air Pollution (GMAP) program and supporting the Department’s broader environmental justice efforts in overburdened communities
  • Balancing competing priorities to efficiently use available resources to meet program goals and objectives
  • Building and providing training and professional development opportunities to expand staff capacity at all levels, with a focus on succession planning
  • Coordinating and communicating with partners as appropriate, including local government, other state agencies, federal agencies (including EPA), non-governmental organizations, constituent groups, and industry trade groups 
  • As directed, representing Connecticut on the local, state, regional, and national levels in various forums with colleagues and stakeholders from other states and the federal government
This position will require routine in-state travel to attend work groups and conferences and to accompany staff in the field. This position will require limited out-of-state travel to attend regional and/or national meetings.

This is a full-time position, 40 hours per week, Monday to Friday. Teleworking opportunities are available.

The Enforcement Division is responsible for fulfilling a variety of compliance assurance duties pursuant to the federal Clean Air Act and its implementing regulations as well as state statutes, regulations, permits, and orders.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for assisting in the direction of the staff and programs of a scientific, regulatory or technical division.

EXAMPLES OF DUTIES

  • Assists in directing staff and operations of a scientific, regulatory or technical division;
  • Coordinates, plans and manages division activities;
  • Assists in formulating and implementing program goals and objectives;
  • Assists in development of related policy, goals and objectives;
  • Interprets and administers pertinent laws and regulations;
  • Evaluates staff;
  • Assists in preparation of division budget;
  • Establishes and maintains contacts with individuals within and outside of division who might impact on program activities;
  • Provides or directs staff training and development;
  • Prepares and/or oversees preparation of reports and correspondence;
  • Performs public relations tasks;
  • Oversees special projects;
  • Serves as director in his or her absence;
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in natural resource management, environmental conservation, energy research, energy planning, energy policy development, public outdoor recreation, pollution prevention, reduction and management, environmental regulatory programs or other related environmental protection field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory capacity responsible for the supervision of professional and technical support staff performing environmental protection work.
NOTE:
  • Supervisory capacity is defined as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
  • For state employees this experience is interpreted at the level of an Environmental Protection Supervising Environmental Engineer (Environmental Protection), Environmental Protection Supervising Air Pollution Control Engineer, Environmental Protection Supervising Civil Engineer, Environmental Protection Supervising Environmental Analyst, Environmental Protection Supervising Forester, Environmental Protection Supervising Fisheries Biologist, Environmental Protection Supervising Wildlife Biologist or other comparable supervisory title responsible for the supervision of professional and technical support staff performing environmental protection work.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a scientific or technical discipline related to the environmental field as listed above including but not limited to the biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences or natural resources may be substituted for five (5) years of the General Experience.
  • A law degree with a concentration in environmental protection or doctorate degree in a field related to environmental protection may be substituted for six (6) years of the General Experience.
NOTE: Education may only be substituted for a total of six (6) years of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience establishing goals for staff, managing staff productivity, and defining expectations for staff
  • Experience developing and implementing environmental programs and policies 
  • Experience interpreting and applying state and federal air quality statutes and regulations 
  • Experience developing approaches and strategies to solve environmental problems
  • Experience developing policy positions on air quality statutes and regulations 
  • Experience synthesizing and utilizing environmental and engineering data in environmental program planning and implementation
  • Experience communicating with the federal government, representatives of environmental justice and community groups and, industry trade groups
  • Experience negotiating outcomes in compliance matters
