The State of Connecticut Department of Motor Vehicles (DMV) is seeking to hire several qualified applicants for the position of Protective Services Trainee (Inspection and Enforcement).  Upon successful completion of training and probationary requirements, incumbents in this class will be eligible for appointment to Motor Vehicle Inspector with responsibility for protection of life and property. Incumbents in this class will be subject to all conditions in the Connecticut Police & Fire Union (NP-5) contract including biennial shift and work location bid process.

The Role:

DMV’s Commercial Vehicle Safety Division (CVSD) has state-wide arrest authority related to motor vehicles and is made up of several specialized work units overseen by Motor Vehicle Lieutenants and headed by a Division Chief. The division is also the lead state agency to administer the federal Motor Carrier Safety Assistance Program (MCSAP) and is designated by statute to operate the State's commercial weigh stations. CVSD's Inspectors are assigned to the following work units:

  • Auto Theft
  • Motor Carrier Enforcement
  • Weigh Station Operations
  • Student Transportation
  • Dealer and Repairers Enforcement
  • Criminal Investigations
Compensation Guidelines:

For those classes in the Protective Services that require completion of both academy training and field training, the working test period shall automatically extend until completion of both the academy training and field training requirements.

  • Salary upon hire: $46,941/year
  • Salary upon successful completion of training academy: $49,140/year
  • Upon completion of both the academy training and field training requirements the employees in such classes shall be upgraded to the target class (Motor Vehicle Inspector): $65,376/year
NOTE: For current State employees, compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class.

Schedule upon completion of training academy:

  • Full-time (40 hours per week)
  • Monday - Friday
  • First shift starts between 5:00 AM - 8:00 AM
  • Second shift starts at 2:30 PM

Selection Plan

Requirements:
  • Applicants for this class must have reached their 21st birthday
  • Applicants must have a High School diploma or General Educational Development (GED) certification prior to admission to the Connecticut Police Training Academy
  • Incumbents in this class must have established residence within Connecticut before becoming a sworn member of the CVSD
  • Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license during employment
  • During the recruitment process, applicants will be required to submit a copy of their current Motor Vehicle Operator's license
The Protective Services Trainee hiring process is extensive; the time from application to appointment can take several months. The application to hire process is separated into seven (7) stages:

  1. Application Period:  Ensure that your application is complete and detailed before submitting it. In order to comply with Public Act 21-69, the State of Connecticut is no longer asking for resumes during the initial application process.   3. Interview Panel: Applicants will be interviewed by sworn members of CVSD.
  4. Polygraph Examination: Inquiries concerning employment history; driving history; medical history; financial history; gambling history; illegal possession, use, and sale of drugs/narcotics; criminal activity; military history; illegal sexual activity; use of alcohol; general personal data; prior conduct in police/security/corrections fields; subversive, revolutionary, or gang activity; basic honesty and integrity.
  5. Psychological Evaluation: Combination of written tests and interviews to assess suitability for employment in law enforcement.
  6. Background Investigation: Comprehensive review of employment, education, training, criminal, motor vehicle, and credit history.
  7. Medical Evaluation: Comprehensive physical examination, including drug screening.
DMV Police Recruit Training Program: Successful completion of all phases of the selection process means that you are eligible to be considered for final appointment as a Protective Services Trainee. If you are selected as a Protective Services Trainee, you will enter the physically and mentally demanding training program at the CT Police Academy. This program lasts approximately twenty-six (26) weeks and includes classroom instruction, practical exercises, and physical conditioning. Trainees are required to live at the Academy Monday through Friday.

After graduation from the academy program, trainees are required to complete at least twelve (12) weeks of field training and must successfully complete and maintain the certification of the federal motor carrier inspection program known as North American Standard Inspection (NASTI); this training program is for two (2) weeks which requires candidates to stay at the academy out of state, Monday – Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles this class is accountable for taking a prescribed formal academic and on the job training course in security work involving investigative and inspection techniques and procedures.

KNOWLEDGE, SKILL AND ABILITY

General intelligence; ability to follow oral and written instructions; ability in oral and written expression; ability to evaluate emergency situations and develop effective courses of action; ability to deal effectively with those contacted in the work.

PREFERRED QUALIFICATIONS

  • Experience with commercial motor vehicles
  • Experience with automotive work
  • Experience in law enforcement
  • Experience working with internal and external stakeholders
  • Possession of lifesaving or medical certifications (Cardiopulmonary Resuscitation (CPR), Emergency Medical Responder (EMR), or Emergency Medical Technician (EMT))

SPECIAL REQUIREMENTS

1. Applicants must be authorized to work lawfully in the United States by date of appointment.

2. Applicants must have a High School diploma or General Educational Development (GED) certification prior to admission to the Connecticut Police Training Academy.

3. During the period as an Inspection and Enforcement Trainee candidates will be required to complete a course of training to include completion and graduation from the Connecticut Police Training Academy program or its equivalent.

4. Appointment to this class will be for a period not to exceed twelve (12) months. Provisional appointment will be made to the target class when formal training has not been completed after twelve (12) months as a Protective Services Trainee (Inspection and Enforcement). Appointment will be made to the target class after successful completion and graduation of formal training.

5. Applicants in this class must have reached their 21st birthday.

6. Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license.

7. Incumbents in this class may be required to obtain and retain Emergency Medical Technician (EMT) or Paramedic certification.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity to perform the duties of the class. A physical fitness assessment will be required of all applicants.

2. A comprehensive medical examination, including a controlled substance screening, will be required of all applicants upon a conditional offer of employment.
