The License Services Division is responsible for the intake of all initial and renewal applications for licensure.

THE ROLE
The License and Applications Analyst will take direction from the Director and a Licensing Supervisor within the division and will support the online services currently offered by the division to its customers. This role will be involved in the processing and review of all applications for liquor brands. In addition, this position will assist higher level staff in the analysis of current practices and requirements for various license types. This analysis will lead to the creation, implementation, and maintenance of new online features and services related to licensing. The selected individual will need to be familiar with divisional processes, specific licensing requirements in addition to software functionality.
The purpose of this position is to fulfill divisional licensing needs in various license types administered by DCP. The Department handles almost 200 license types and issues 275,000 licenses annually. The Department handles 40,000 new applications and 205,000 renewal applications annually. The position would ensure all necessary requirements are met at time of application. This position would handle traditional paper applications in addition to online submissions.
This role is responsible for the following:
- Review applications for compliance with requirements and associated statutes and regulations.
- Assist higher level staff with creation and modification of application templates and associated online applications.
- Responsible for daily posting and maintenance of completed online applications.
- Respond to inquiries and provide assistance via email and phone to applicants and consumers.
- Interaction with Department enforcement divisions related to case work and background review.
- Compile various reports related to initial and renewal applications.
- Complete FOI requests

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks involving the processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.
EXAMPLES OF DUTIES
- Assists in
administration of licensure, certification and/or permitting functions;
- Reviews, evaluates and analyzes
factors and incidents impacting on regulatory responsibility including
applications for licensure, certification and proper permit authority for
compliance to relevant agency statutes, regulations, policies, procedures and
practices;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of
experience performing technical or complex clerical duties involving the review
or processing of licenses, certifications or permits for a governmental
regulatory agency or in a regulated industry.
NOTE: For state employees this is interpreted at the level of Office Assistant.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted
for the General Experience on the basis of fifteen (15) semester hours
equalling one-half (1/2) year of experience to a maximum of four (4) years for
a Bachelor's degree.
- Successful completion of
a Connecticut Careers Trainee program approved by the Department of
Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience in the administration of licensure, certification, and permitting functions pertaining to Department of Consumer Protection regulated activities in Connecticut.
- Experience with the review and issuance of registrations for liquor brands.
- Experience interacting with outside vendors, licensing agencies and divisions.
- Experience using the Department’s E-Licensing system, including the functions, configurations, and procedural requirements needed for the issuance, tracking, and reporting of license, registration, and permits.
- Experience creating and processing system workflows.
