The State of Connecticut, Social Equity Council (SEC) is now accepting applications for an exciting opportunity as a Community Reinvestment Program Manager (State Program Manager) in Hartford, CT.
We are seeking a Community Reinvestment Program Manager to join our team and work with state agencies, community members, community-based organizations and other stakeholders to identify areas of opportunity for reinvestment efforts. Through strategic funding, strong partnerships, and measurable outcomes, the Social Equity Council remains focused on transforming communities and expanding pathways to stability, opportunity, and economic mobility across Connecticut’s disproportionately impacted areas. The Community Reinvestment Program Manager will work with the SEC team to develop and implement community reinvestment programs intended to lead to long term community transformation within Connecticut’s disproportionately impacted areas. This role is critical in supporting our mission to promote equitable economic prosperity and reinvest in communities impacted by the war on drugs.
POSITION HIGHLIGHTS
- Full-time, 40 hours per week
- First shift, 8:00 am to 4:30 pm
- Monday through Friday schedule
- Location: 450 Columbus Boulevard in Hartford, CT
- The selected candidate will visit community programs that receive funding.
- Hybrid-offering a combination of in-office/telework work schedule
THE ROLE
The Community Reinvestment Program Manager will be responsible for the following:
- Research and analyze data used to determine reinvestment activities in disproportionately impacted areas.
- Draft and administer requests for proposals for contractors and grant recipients.
- Review community reinvestment applications and documentation.
- Coordinate with other agencies and stakeholders to plan and implement reinvestment and workforce training programs.
- Coordinate and communicate with state agencies, stakeholders and partners on processing applications, program development and compliance.
- Contract management of external vendors conducting reinvestment related activities.
- Plan, execute, and evaluate long-term economic development investments in disproportionately impacted communities.
- Review and approve financial reports from vendors and grantees.
- Review and analyze outcome date received from vendors and grantees of community reinvestment programs.
- Prepare financial and programmatic reports for Council members and external stakeholders.
- Attend virtual and in-person meetings with stakeholders.
- Other duties as assigned.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in the specific area of assignment.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
- Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience with report writing and creating presentations.
- Experience working with diverse communities.
- Experience in project management.
- Experience creating and managing grant programs.
- Experience with contract management and compliance.
- Experience with Microsoft 365 Teams, Outlook, Word, Excel, and PowerPoint.
