THE POSITION
The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), Southwest Connecticut Mental Health System (SWCMHS) is currently accepting applications for the position of Behavioral Health Clinical Supervisor

WHAT WE CAN OFFER YOU

THE ROLE
  • Understands the scopes of service at each contractual level of care in the Managed Service System (MSS).
  • Conducts on-site reviews and audit charts to ensure adherence to documentation of assessment, recovery planning, and goal monitoring standards.
  • Participates and partner with OOC regional manager in for the MRO Group Home certification reviews.
  • Participates/partners with OOC regional managers for Fidelity reviews for CSP and ACT services.
  • Conducts regular meetings with affiliate providers to ensure adherence to contractual performance measures, staffing expectations, productivity and TCM standards, and programming offerings. Ensure compliance with reporting documentation and quality assurance standards.
  • Offers training, on-site support and consultation to programs regarding identified program needs, documentation standards, and service needs.
  • Develops on-going working relationships with the different OOC regional and EBP managers to secure additional resources to support programs with service or training needs beyond areas of manager’s own expertise.
  • Participates and encourages agencies to attend Collaborative Learning meetings that are offered by OOC Community Service Division managers for the various levels of care.
  • Monitors and processes clinically related Critical Incident Reviews and Non-Critical Incident Reviews occurring in the regional MSS.
  • Participates in the annual contract renewal process in partnership with OOC Community Services managers and fiscal monitors.
  • Reviews affiliate requests for grant dollar facility improvement projects or retention of state dollar requests for surplus funds at the end of the FY.
  • Provides supervision to the contract unit Health Program Assistant 1 and 2 staff.
  • In collaboration with SWCMHS Community Resources & Special Projects Director, oversee and manage the SWCMHS Discretionary Discharge fund established to provide rental assistance and living expense costs for individuals in DMHAS Region 1.
  • Oversee and collaborate with the fiduciary affiliate that partners with the SWCMHS contract unit in the administration of Discretionary Discharge fund resources to support individuals receiving subsidy and living expense funds.
  • In collaboration with the SWCMHS Community Resources & Special Projects Director and participating clinical Teams, identifies individuals transitioning from state operated inpatient facilities that both qualify and have the functional living skills to manage and maintain their own independent apartment in the community.
  • Work with collaterals to ensure continuity of care and safe transitions across residential levels of care. Collaborating with providers to ensure timely placement and appropriate clinical matching of residential levels of care.
  • Develops and submits proposals with fiscal requests (budgets) for qualified individuals to the DHMAS Medical Director’s Office to be considered for discretionary discharge funding by the EBG.
  • Approves all expenditures made by the fiduciary affiliate from the Discretionary Discharge fund.
  • Conducts a monthly meeting with the fiduciary affiliate to ensure that all expenditures of discretionary funds are being conducted within the fiduciary affiliate’s auditing standards and that all expenses and income on a monthly basis are aligned with the yearly budget allocation for the program.
  • Provides oversight and supervision to the Health Program Assistant 1 who serves as the day-to-day liaison and coordinator between the fiduciary, the SWCMHS case managers, and private not for profit scattered site/life coaches working with the individuals supported by the discretionary discharge fund.
  • Utilize clinical judgment and data driven decision-making to resolve complex operational needs.

The Southwest Connecticut Mental Health System strives to provide high quality, compassionate and culturally competent mental health and substance abuse services to adults with behavioral health disorders who are indigent. With three locations throughout Fairfield County, SWCMHS, promotes and administers comprehensive recovery oriented services in the areas of mental health treatment and substance abuse prevention and treatment. These services include inpatient treatment programs and outpatient clinical services, as well as a wide range of additional supportive treatment services.

Request verification of your out-of-state license(s) electronically through the National Council of State Boards of Nursing’s :  Nursys® System.  To send verification of your license(s) to CT, read and agree to the terms, enter your biographic information, select your license type and select ‘SEARCH’.  Review the results and select the ‘Next’ button.  Check the box next to  ‘Connecticut’ and complete the transaction.   Once the transaction is completed, you will receive a confirmation email from Nursys and the verification will be available to the DPH.  Note that PA and MI verifications are not provided through Nursys.  Please contact those state boards for information on obtaining verification.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

  • Manages the staff and operations of a clinical program, discipline or specialized area;
  • Coordinates, plans and manages program activities;
  • Formulates program goals and objectives;
  • Develops or assists in the development and implementation of related policy;
  • Interprets and administers pertinent laws;
  • Monitors and evaluates staff;
  • Prepares or assists in preparation of program budget;
  • Maintains contacts with individuals both within and outside of program who might impact on program activities;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in behavioral health care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

  • Experience overseeing Private Not for Profit service contracts, developing programs, writing proposals, and overseeing and developing program budgets
  • Experience conducting program audits and fidelity reviews
  • Experience working as part of a professional interdisciplinary clinical and non-clinical paraprofessional Teams and providing supervision to unit staff
  • Experience providing clinical training, support, and consultation to programs regarding identified program needs, documentation standards, and service needs
  • Experience preparing reports and contributing to an amicable work environment
  • Experience in utilizing strong communication and interpersonal skills in a busy and demanding setting
  • Experience with the requirements of the joint Commission and other regulatory requirements

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
