The State of Connecticut, Office of Early Childhood (OEC) is accepting applications from agency employees for a Child Care Licensing Supervisor position in Hartford.

      THE ROLE
      The Connecticut Office of Early Childhood (OEC), Division of Licensing is responsible for the administration of the child care and youth camp licensing programs. The Division is dedicated to assuring that all programs operate at or above the standards established by the applicable statutes and regulations. This is accomplished by providing technical assistance, application processing, facility monitoring, and enforcement activities.

      The Child Care Licensing Supervisor oversees regulatory activities that support the health and safety of children in licensed child care programs. This supervisory position ensures that child care centers, group child care homes, and family child care homes operate in compliance with applicable laws, regulations, and policies. The Child Care Licensing Supervisor manages Licensing Specialists and other assigned staff, promoting consistent interpretation and application of regulations, policies, and procedures.

      Key Responsibilities include:
      • Maintaining regular communication with staff and licensed providers to support consistent implementation of regulations, policies, and procedures.
      • Assigning and supervising staff responsible for conducting on‑site inspections of child care centers, group child care homes, and family child care homes.
      • Ensuring licensed programs operate in accordance with minimum licensure requirements.
      • Reviewing licensure applications and inspection reports for accuracy and compliance.
      • Responding to disputes related to inspection findings.
      • Participating in administrative enforcement actions, as assigned.
      • Preparing required records, reports, and documentation.
      • Providing technical assistance on regulatory requirements.
      • Working independently and collaboratively within a team environment.
      • Conducting staff meetings and facilitate ongoing communication within the unit.
      • Training staff on policies, procedures, and regulatory updates.
      • Conduct performance evaluations.
      • Making recommendations related to child care licensing operations.

      The OEC is a unique state agency in CT that helps families with young children achieve better life outcomes. As a relatively new state agency, OEC is mandated in its enabling statutes to be data-driven, human-centered, and results-focused. We touch the lives of over 200,000 young children, parents, and caregivers annually through our integrated focus on early care and education programs and safety supports, our home visiting programs, and other critical early childhood services. By scale of funding, OEC is one of the largest departments of CT state government, deploying and leveraging approximately half a billion dollars each year in service of vulnerable families and communities. CT is a leader in the coordination of early childhood programs throughout the country. Whereas early childhood programming in most states is fragmented across multiple programs families must navigate, only a handful of states have created agencies dedicated to integrating support families with young children require and only CT has a clear data-driven mandate. New parenthood and early childhood are extremely important moments in a person's life and experiences during this time can have significant and long-lasting impacts. OEC acts on the overwhelming evidence that intervention early in life is the most promising way to break the cycle of poverty.

      PURPOSE OF JOB CLASS (NATURE OF WORK)

      In the Office of Early Childhood this class is accountable for supervising the statewide licensing and regulation of child care programs and providers.

      EXAMPLES OF DUTIES

      • Schedules, assigns, oversees and reviews work of staff; 
      • Identifies staff training needs and designs and provides training to meet needs; 
      • Conducts performance evaluations; 
      • Determines priorities and plans program work; 
      • Develops, implements and ensures maintenance of program procedures; 
      • Develops or makes recommendations on development of policies and standards; 
      • Maintains daily communications with staff and child care licensed providers to ensure consistency in the implementation of regulations, policies and procedures; 
      • Acts as liaison with other operating units, agencies and outside officials regarding unit policies, procedures and legal proceedings; 
      • Prepares reports and correspondence; 
      • Provides budgetary input; 
      • Interprets and explains child care licensing laws, regulations and policies to child care professionals and the public; 
      • Reviews child care licensing proposals and makes recommendations concerning regulations and statutes that impact the child care licensing programs; 
      • Oversees complaint investigations including the coordination of joint investigations with the Department of Children and Families (DCF), law enforcement officials, local officials and others; 
      • Mediates disputes over regulatory compliance between licensing staff and child care provider staff; 
      • Works with representatives of other state agencies and outside officials when establishing and implementing joint agreements and policies; 
      • Contributes to preparation of statement of charges and notice of violations; 
      • Prepares cases for referral to adjudication; 
      • Represents agency in formal enforcement and administrative proceedings; 
      • Represents the Division in agency meetings, community meetings and with Commission; 
      • Alerts the Commissioner of cases needing immediate attention; 
      • Conducts staff meetings; 
      • Works with information technology staff concerning programing requirements, testing and troubleshooting analysis; 
      • Represents agency on committees, task forces and professional conferences; 
      • Prepares and presents training to DCF staff on MOU; 
      • Performs related duties as required.

      MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

      Eight (8) years of experience providing professional child care services with involvement in program development and operational policy.

      MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

      Two (2) years of the General Experience must have been in a supervisory or consultative capacity providing professional advice and/or technical support in the field of child care.

      MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

      • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
      • A Master's degree in child development, early childhood education, public health, social work or other closely related field may be substituted for one (1) additional year of the General Experience.
      • For state employees two (2) years of experience as a Child Care Licensing Specialist may be substituted for the General and Special Experience.

      PREFERRED QUALIFICATIONS

      • Experience with supervision of staff.
      • Experience facilitating meetings in a work setting.
      • Experience providing staff training on child care licensing.
      • Experience implementing policies and procedures for child care licensing.
      • Experience working collaboratively with a team.
      • Experience providing written communication on child care regulations to internal and external stakeholders.

      SPECIAL REQUIREMENTS

      Incumbents in this class may be required to travel.
