The Connecticut Department of Emergency Services and Public Protection (DESPP) is enhancing its fiscal services operations while expanding its capabilities. DESPP is seeking a Fiscal/Administrative Manager 1 (FAM 1) to lead the continued development, administration, and operations of the agency’s Business Office and Asset Management functions.

Position Highlights
The FAM 1 will lead a team of approximately 23 staff responsible for the agency’s purchasing and accounts payable operations, including requisitions, purchase orders, invoice processing, P-Card and department credit card administration, and asset management.

This is an active management role requiring leadership, sound judgment, and ownership of day-to-day operations. The FAM1 is responsible for establishing priorities and performance expectations, developing staff, ensuring compliance with state fiscal and procurement requirements, resolving operational issues, and identifying and implementing process improvements.

This position reports directly to the Assistant Chief of Fiscal/Administrative Services within the Fiscal Services Unit and will be responsible for ensuring that the agency’s purchasing, payment, and asset management functions operate accurately, timely, efficiently, and with appropriate internal controls.

This is a full-time position, 8:00AM-4:30PM. A Hybrid schedule is available based on department availability.

      PURPOSE OF JOB CLASS (NATURE OF WORK)

      In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.

      EXAMPLES OF DUTIES

      • Schedules, assigns, oversees and reviews the work of staff; 
      • Provides staff training and assistance; 
      • Conducts performance evaluations; 
      • Determines priorities and plans unit work; 
      • Establishes and maintains unit procedures; 
      • Develops or makes recommendations on the development of policies and standards; 
      • Interprets and administers pertinent laws; 
      • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
      • Coordinates fiscal functions including budget preparation and management, accounting and financial reporting and analysis; 
      • Assists in planning and implementation of financial aspects of EDP systems; 
      • Utilizes EDP systems for financial records, reports and analyses; 
      • Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation; 
      • Supervises and coordinates a variety of administrative functions such as grant administration, payroll, purchasing and contract administration; 
      • In addition to supervising fiscal/administrative functions may supervise support services; 
      • In a facility, in addition to the above, may ensure conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies; 
      • Performs related duties as required.

      KNOWLEDGE, SKILL AND ABILITY

      • Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; 
      • Knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration;

      MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

      Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.

      MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

      One (1) year of the General Experience must have been supervising professional level staff.

      NOTE: For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.

      MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

      • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
      • A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.

      PREFERRED QUALIFICATIONS

      • Experience managing fiscal or administrative operations, including supervising professional staff, establishing work priorities, monitoring performance and ensuring timely and accurate completion of assigned responsibilities.
      • Experience with governmental purchasing, procurement, and accounts payable operations, including requisitions, purchase orders, invoice processing, vendor payments and associated fiscal controls.
      • Experience administering fiscal compliance and internal control functions, including purchasing card programs, expenditure oversight, audit readiness, and adherence to applicable fiscal policies, procedures and regulatory requirements.
      • Experience identifying operational inefficiencies, evaluating business processes and implementing sustainable process improvements within a fiscal or administrative environment.
      • Experience using financial management systems and data to oversee fiscal operations, monitor workloads and performance, identify issues or trends, and support management decision-making.
      • Experience communicating fiscal or operational matters across organizational levels, including providing direction to staff, collaborating with internal and external stakeholders, resolving escalated issues and presenting recommendations or concerns to executive leadership.
