The Role
The individual in this position will spend most of their time overseeing statewide projects and enforcing the utilization of Connecticut Department of Administrative Services (DAS) trade labor contracts.
This position is responsible for overseeing all phases of construction projects throughout the State of Connecticut at DOT‑owned and operated facilities.
Responsibilities include:
- Initiating projects
- Conducting site visits to develop project scopes
- Coordinating all stages of bid preparation using DAS parameters
- Enforcing adherence to specifications throughout construction
A considerable amount of in‑state travel is required, and a valid driver’s license is necessary.
Due to the types of interactions and the level of responsibility involved, the successful candidate must be of the highest possible ethical character.
Additionally, this staff member will coordinate and communicate with designers when necessary, acting as the liaison between designers and contractors.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for performing the most complex tasks in the review of plans and specifications and inspection of contractors' work in the general trades area to ensure conformance to standards, codes and contract documents.
EXAMPLES OF DUTIES
- Examines materials for conformity to specifications and recommends changes;
- Checks measurements and contractor workmanship;
- Verifies quantities of materials to be used;
- Obtains samples of materials for laboratory testing as needed;
- Reviews plans and specifications and assists in their interpretation for contractors;
- Analyzes necessity for proposed plan changes and expedites their processing;
- Assists in coordination of contractors and subcontractors with overall building project schedule;
- Conducts project meetings and resolves problems;
- Coordinates inspections by other state and federal authorities;
- Reviews accuracy of contractors' requisitions and withholds payments as necessary;
- Prepares construction records and reports;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

- methods, materials, and equipment used in large public building construction including installation of building service equipment;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in large scale commercial or public construction in the general trades.
NOTE: Large scale construction is interpreted as multimillion dollar apartment complexes, public institutions, industrial complexes or other building projects of similar size and scope. The construction of residential developments, small commercial and/or industrial buildings does not meet this requirement.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in engineering, architecture or building construction may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
- Experience in one or more fields including electrical, carpentry, HVACR, or plumbing and steamfitting
- Experience with the State Building and Fire-Safety Codes and with industry standards including plan review and inspection of facilities such as large scale commercial buildings, industrial complexes, and other projects of a similar size and scope.
- Experience managing multiple diverse projects of varying scale.
- Experience conducting field inspections for scoping and all phases of construction.
- Experience in documenting all efforts taken to ensure compliance with laws, codes, regulations, ordinances, and ADA standards.
- Experience reading and interpreting plans and specifications.
- Experience in reading, understanding, interpreting, and applying municipal/state codes, rules, and regulations in conjunction with report writing.
- Experience using Connecticut Department of Administrative Services Trade Labor contracts.
- Experience handling administrative responsibilities including record keeping utilizing computer software including Bluebeam/Revu, Microsoft 365, Outlook, Excel, Word, and TEAMS.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a license as a Construction Inspector or higher within six (6) months of appointment.
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and a moderate degree of discomfort from year-round weather conditions.
