THE ROLE:
Reporting to the Deputy CIO, the Project & Vendor Management Office (PMO/VMO) Lead provides strategic leadership for enterprise project delivery and vendor management across BITS. This position is responsible for establishing and maturing enterprise project management standards, portfolio governance, vendor performance management, and delivery oversight to ensure technology initiatives achieve measurable business outcomes for State agencies. Working closely with BITS leadership, agency executives, project managers, procurement staff, and vendors, the PMO/VMO Lead will promote consistent project execution, improve transparency into project performance, strengthen vendor accountability, and support enterprise decision-making through standardized governance and reporting. 

Responsibilities include: 
  • Lead the enterprise Project Management Office (PMO) and Vendor Management Office (VMO) functions for BITS. 
  • Establish and continuously improve project management methodologies, governance processes, standards, and tools. 
  • Oversee the enterprise portfolio of technology initiatives, providing visibility into project health, risks, dependencies, and resource needs. 
  • Develop executive dashboards and reporting that support informed decision-making by agency and BITS leadership. 
  • Partner with agency leadership, Customer Success Managers, Enterprise Solutions, and development teams to ensure successful project delivery.
  • Lead enterprise project intake, prioritization, governance, and portfolio planning processes. 
  • Develop and implement vendor management practices, including performance scorecards, service level monitoring, risk management, and continuous improvement initiatives. 
  • Collaborate with procurement, legal, and agency partners throughout the vendor lifecycle, including planning, solicitation, implementation, and ongoing contract management. 
  • Monitor vendor performance to ensure contractual obligations, service levels, and project deliverables are achieved. 
  • Identify and mitigate project, portfolio, and vendor risks while proactively resolving delivery issues and removing barriers. 
  • Promote organizational project management maturity through coaching, mentoring, training, and continuous process improvement. 
  • Foster collaboration across technical, business, and customer-facing teams to improve enterprise delivery and customer satisfaction.
  • Build and develop a high-performing team of project managers, portfolio analysts, and vendor management professionals.

PURPOSE OF JOB CLASS (NATURE OF WORK)

Within a state agency information technology division these classes are accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.

EXAMPLES OF DUTIES

  • Plans, organizes and manages all operations and activities of an information technology services unit, division, function or location;
  • Responsible for meeting all data processing or information technology needs of the respective unit, division, function or location; establishes priorities for systems development and information technology projects in accordance with agency requirements;
  • Coordinates, plans and manages solution architecture projects;
  • Directs the planning, design and implementation of complex storage solution configuration;
  • Develops plans for future utilization information technology services in the overall agency program;
  • Within the financial resources of the agency ensuring the development of high quality, low-cost technology solutions aligned with the needs of the State and its agencies;
  • Aligns information technology planning with the business strategy;
  • Leads and influences the development of standards and decisions regarding changes to systems/applications;
  • Manages information systems activities within areas such as IT infrastructure and architecture, applications development, networks, computer operations and support;
  • Oversees information technology projects from conception to completion;
  • Works with leadership team to maximize cross-team contributions;
  • Leads information technology operations to ensure exceptional quality and timely response to all customer service issues;
  • Interfaces regularly with clients/customers;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a managerial capacity.

NOTE: For state employees this experience is interpreted at the level of an Information Technology Manager 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience leading a Project Management Office (PMO), Vendor Management Office (VMO), or similar enterprise governance function.
  • Experience managing a portfolio of complex information technology projects across multiple business units or agencies.
  • Experience developing and implementing project governance, portfolio management, and executive reporting processes.
  • Experience managing technology vendor relationships, including contract performance, service level agreements, and vendor performance metrics.
  • Experience developing standardized processes, templates, and best practices.
