Introduction
This position serves in a role providing fiscal and administrative oversight that supports agency-wide operations and strengthens the infrastructure necessary for public health programs to serve communities throughout Connecticut.
The Customer Support Unit has experienced significant growth over the past 18 months, expanding its role in providing centralized operational and fiscal support across the agency.
As a member of this collaborative team, you will have the opportunity to lead complex fiscal and administrative initiatives, develop and improve business processes, provide guidance on state policies and procedures, and support critical agency operations.
Your work will help ensure staff have the resources and operational support necessary to meet both routine business needs and public health emergency response demands.
This position is 40 hours per week, Monday through Friday, located at 410 Capitol Avenue in Hartford, CT. Telework is available after successful completion of the working test period.

Position Highlights
Duties of this position may include, but are not limited to:
- Performing professional-level fiscal and administrative functions in support of agency operations and program objectives
- Coordinating fiscal and administrative activities, including financial analysis, reconciliation, reporting, and maintaining the accuracy of fiscal and operational records
- Managing assigned operational programs within the Customer Support Unit, ensuring compliance with established policies, procedures, and administrative requirements
- Researching, analyzing, and resolving fiscal and administrative issues while recommending process improvements to enhance operational efficiency and customer service
- Interpreting and applying State of Connecticut statutes, regulations, policies, procedures, and Core-CT requirements to support compliant business operations
- Coordinating activities related to agency resources and administrative programs, including areas such as Core-CT Security, Fleet Operations, Asset Management, and other operational support functions
- Preparing reports, monitoring operational activities, and providing technical guidance and recommendations to agency management and program staff
- Collaborating with internal and external stakeholders to support agency initiatives, operational priorities, and continuous process improvement
- Performing other related duties as assigned

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for independently performing a full range of tasks in professional level fiscal and administrative functions.
EXAMPLES OF DUTIES
- Performs a variety of
professional fiscal and administrative functions;
- Assists head of
fiscal/administrative operations, division head or agency head in budget
preparation by compiling and consolidating data and projecting expenditures;
- Maintains budget control
by reviewing and authorizing expenditures and monitoring expenditures against
appropriations and allotments;
- Prepares budget reports;
- Prepares various financial statements and statistical or narrative
fiscal/administrative reports;
- Assists in planning and implementation of
financial aspects of EDP systems;
- Utilizes EDP systems for
financial records, reports and analyses;
- Prepares or reviews
grant budgets and other fiscal portions of grant applications;
- Provides technical
assistance to grantees regarding accounting procedures;
- Reviews various
contracts, financial documents and financial reports to ensure compliance with
grant requirements;
- Exercises functional
supervision over a variety of clerical fiscal/administrative activities such as
maintenance of accounting records, payroll preparation, preparation and processing
of purchase requisitions, grant and contract record keeping;
- Performs technical
purchasing tasks such as soliciting bids and recommending contract awards;

of policies and procedures relating to area(s) of responsibility and implementation

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of
experience in a combination of fiscal/administrative functions (e.g.,
accounting, accounts examining, budget management, grant administration,
payroll, purchasing) at least one of which must be an accounting or budgeting
function.*
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at or above the paraprofessional level, requiring the exercise of some independent judgment in the application of basic principles and procedures in accounting, budgeting, purchasing or related fiscal administration functions.
NOTE: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and above the paraprofessional level.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be
substituted for the General Experience on the basis of fifteen (15) semester
hours equalling one-half (l/2) year of experience to a maximum of four (4)
years for a Bachelor's degree.
- A Master's degree in
public administration, business administration or accounting may be substituted
for one (1) year of the Special Experience.
- For state employees two
(2) years as a Fiscal/Administrative Assistant may be substituted for the
General and Special Experience.
- For state employees two
(2) years as a Purchasing Assistant may be substituted for the General and
Special Experience.
- Successful completion of a Connecticut Careers Trainee program
approved by the Department of Administrative Services may be substituted for
the General Experience and Special Experience.

PREFERRED QUALIFICATIONS
- Experience performing professional-level fiscal and administrative functions, including analyzing, reconciling, and maintaining accurate financial and operational records
- Experience utilizing the State of Connecticut Core-CT system to support financial, administrative, reporting, security, or system-related functions and resolve processing issues
- Experience coordinating Core-CT Security activities, including reviewing access requests, ensuring required documentation is maintained, and supporting compliance with established security procedures
- Experience coordinating fleet management activities, including analyzing vehicle usage, supporting fleet operations, maintaining compliance with state fleet policies, and assisting with process improvements related to agency vehicle resources
- Experience coordinating asset management activities, including evaluating inventory records, supporting accountability requirements, reconciling asset information, and ensuring compliance with state property procedures
- Experience interpreting and applying State of Connecticut fiscal policies, administrative procedures, internal controls, and operational requirements to support compliant agency operations
- Experience analyzing administrative processes, preparing reports, developing recommendations, and collaborating with program staff and management to improve operational efficiency and service delivery
