Introduction
The ADA Manager (Principal Human Resources Specialist) will report directly to the Statewide Human Resources Program Manager and be responsible for leading a team of ADA Specialists whose primary function is to handle accommodation requests in alignment with the Americans with Disabilities Act (ADA) and the Pregnant Workers Fairness Act (PWFA).
The successful candidate will promote a strong culture of customer service that ensures program effectiveness and optimal service delivery in support of our agency’s objectives. To be successful in this role, you must be able to motivate your team in a fast-paced, high-volume setting while maintaining a working environment conducive to positive morale and teamwork. You should be able to effectively interact and collaborate with individuals at all levels and possess excellent interpersonal, written, and verbal communication skills.

THE ROLE
As an ADA Manager (Principal Human Resources Specialist), you will:
- Plan workflow, determine priorities and supervise the work of a specialized service delivery team
- Develop and train your team on all aspects of the ADA accommodation process
- Monitor daily activities of ADA Specialists to ensure desired productivity and service goals are met in accordance with high standards of excellence
- Serve as the primary subject matter expert for your team and the central point of contact for all ADA related escalations
- Administer case management for accommodation requests that require complex eligibility analysis
- Advise managers and employees on the interaction of the various leave entitlements and the ADA
- Communicate with agency human resources partners, bargaining unit representatives and other stakeholders to ensure cooperative relationships
- Collaborate with division leadership to evaluate workflows, recommend enhancements, and implement improvements that strengthen service delivery and overall program effectiveness
- Monday - Friday schedule
- Full-time (40 hours per week)

- Centrally located in Hartford, CT (450 Columbus Boulevard) with easy access to major highways

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services (DAS) this class is accountable for acting as a working supervisor or for performing highly complex activities within a specialized service delivery team or a unit with statewide impact.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in human resources management or equal employment opportunity/affirmative action
or labor relations management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the full working level in human resources management or equal employment opportunity/affirmative action or labor relations management.
NOTE: For state employees this experience is interpreted at the level of a Human Resources Specialist, Human Resources Generalist 2, or Equal Employment Opportunity Specialist 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in human resources management, labor relations, business administration, public administration, or a closely related field may be substituted for one (1) additional year of the General Experience.
- A law degree may be substituted for two (2) additional years of the General Experience.
- For state employees one (1) year as a Human Resources Specialist, Human Resources Generalist 2, or Equal Employment Opportunity Specialist 2 may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience supervising human resources professionals
- Experience managing the interactive process for accommodation requests submitted pursuant to the Americans with Disabilities Act (ADA) and the Pregnant Workers Fairness Act (PWFA)
- Experience managing the interaction of federal and state leave programs in conjunction with the application of an employee’s rights under the Americans with Disabilities Act (ADA)
- Experience developing and maintaining partnerships with stakeholders including employees and management
- Experience utilizing Human Resources employee file management systems
- Experience collaborating effectively within a team to analyze workflows for improving efficiency
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
- Incumbents in this class may be required to travel.
