- Lead the development and operation of the Governor’s Nonprofit Advisory Council, established with OPM, advancing strategies and policies to improve access, improve health outcomes, strengthen the state’s nonprofit provider network, and promote the effective delivery of health and human services.
- Foster and strengthen partnerships with nonprofit providers to support data-driven best practices to maximize the impact of budgeted state resources and the financial sustainability for health and human services programs.
- Help measure the effectiveness of state human services programs delivered through nonprofit providers and recommend policy actions to enhance program and service outcomes.
ABOUT US:
At the
State of Connecticut, Office of Policy and Management (OPM), we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Policy and Management this class is accountable for the cost analysis and research used to develop state government policy for the Secretary of the Office of Policy and Management. It coordinates the review, analysis, development and implementation of policy and programs for state agencies, towns and municipalities.
EXAMPLES OF DUTIES
- Operationalize the work of the Governor’s Nonprofit Advisory Council within OPM, including staffing and facilitating policy and administrative actions identified by the Council;
- Advise on areas to improve access and the delivery of services by nonprofit providers;
- Identify opportunities for collaboration across state agencies that promote effectiveness and efficiency of nonprofit providers and streamline state processes;
- Recommend short and long-term strategies for enhancing the financial viability of nonprofit organizations, including through payment reform models, based on identified best practices;
- Recommend a standardized workforce data collection system for nonprofit organizations to measure and compare impact across private provider services;
- Identify short and long-range opportunities, issues and gaps pertaining to nonprofit providers that may result from changes in federal funding or federal policies;
- Evaluate and make recommendations to improve state contracting, reporting and administrative processes across state agencies and nonprofit human services providers;
- Act as liaison with state agencies, OPM divisions and stakeholders to formulate policy recommendations, explore federal and state policies/regulations and legislative proposals related to nonprofit providers;
- Research, review, and evaluate policy recommendations and legislative proposals;
- Prepare policy statements, policy briefings and talking points on proposed legislation or administrative actions;
- Analyze the impact of legislative and budget proposals impacting the delivery of human services by nonprofit providers;
- Provide expertise and advice to OPM leadership and HHSPPD on matters relating to nonprofit health and human services providers;
- Provide project management and staff support for stakeholder committees, working groups, and taskforces; and,
- Perform related duties as required by the Senior Policy Advisor to the OPM Secretary and Assistant Division Director of HHSPPD.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience with major responsibility for the review, analysis, coordination and administration of policies and programs in a large governmental, public affairs or business organization.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public administration or political science may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience supporting or informing state budget development and fiscal analysis, including preparation of policy or financial recommendations;
- Experience with private provider services and contracts;
- Experience with building and maintaining strong interpersonal relationships, demonstrating the ability to collaborate effectively with a wide variety of stakeholders, including state agencies;
- Experience with the state legislative process;
- Experience reading and interpreting legislation, regulations, policy and budget proposals, and reports;
- Experience explaining complex or technical subject matter to a diverse set of stakeholders; and
- Experience demonstrating problem-solving skills.
