POSITION HIGHLIGHTS
  • First Shift.
  • Monday - Friday.
  • Full Time, 40 hours per week.
  • Location: CTDOT Headquarters in Newington, CT.
THE ROLE
The Supervising Accounts Examiner will supervise a team of Associate and Accounts Examiners on a variety of assignments including the audit of State and Federally funded projects, Indirect Cost Audit submission and special assignments as needed. Responsibilities include performance of audits, review and approval of draft audit reports for conformance with policies and regulations, supervision of the audit team, staff training and assistance and staff performance evaluations. This position meets with Accounts Examiners to prioritize audits, answers questions from the Examiners, Consultants and CTDOT staff. Establishes and maintains unit procedures, performs an annual review of the unit’s Audit Work Programs, develops and makes recommendations on policies and standards, works with Task Order CPA’s that are assigned audit work and acts as a liaison between the Office of External Audit and other CTDOT units.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for supervising an accounts examination unit or function.

    EXAMPLES OF DUTIES

    • Schedules, assigns, oversees, and reviews the work of staff; 
    • Provides staff training and assistance; 
    • Conducts performance evaluations; 
    • Determines priorities and plans unit work; 
    • Establishes and maintains unit procedures; 
    • Develops or make recommendations on the development of policies and standards; 
    • Acts as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures; 
    • Prepares reports and correspondence; 
    • Reviews audit reports for conformance with policies and regulations; 
    • May conduct hearings or conferences with those audited; 
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in accounting or auditing.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been performing the most complex accounting function or acting in a lead or consultative capacity.

    NOTE: For state employees this experience is interpreted at the level of an Associate Accountant or an Associate Accounts Examiner.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
    • A Master's degree in accounting may be substituted for one (1) additional year of the General Experience
    • Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    • Experience with auditing and auditing principals.
    • Experience Auditing State and Federally funded projects.
    • Experience with reviewing and analyzing Indirect Cost Rate Audits.
    • Experience in applying Federal Acquisition Regulations to audit work.
    • Experience with accounting practices and procedures as prescribed in the Yellow Book.
    • Experience in the development of Audit / Agreed Upon work programs.
    • Experience analyzing CT State agreements, and Extra Work letters.
    • Experience managing Task Order CPA assignments.
    • Experience using CORE-CT, EPM and DOT Viewport.
    • Experience with Microsoft Office Suite including Microsoft Teams used in remote work.

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required to travel.
