The State of Connecticut, Office of the State Comptroller (OSC) is recruiting for a full-time Assistant Division Director to report directly to the Division Director of the Statewide Payroll and Time Management Division.  This position provides leadership and operational oversight for critical statewide payroll and workforce management functions, including Payroll Services, Retirement Payroll, Tuition & Travel, Core-CT Time and Labor, and the State's UKG Pro Workforce Management (WFM) system.

WHAT YOU CAN EXPECT IN THIS ROLE:
  • Oversee statewide processes that ensure compliance with statutory, contractual, and policy requirements related to employee payroll, human resources, benefits administration, retiree payroll, leave and attendance management, and integration with the State’s financial and enterprise systems.
  • Play a key leadership role in the administration, strategic planning, governance, and ongoing support of UKG Pro WFM, including system configuration, business process optimization, stakeholder coordination, vendor management, issue escalation, and implementation of system enhancements. 
  • As a member of the Division’s leadership team, helping direct centralized payroll and workforce management operations while ensuring the delivery of accurate, efficient, and customer-focused services to agencies, employees, retirees, and business partners throughout the State of Connecticut.

The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public. 
We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Comptroller this class is accountable for assisting in the direction of programs and activities of a major division with statewide impact.

EXAMPLES OF DUTIES

  • Assists in directing staff and operations of a major division with statewide impact; 
  • Assists in coordinating, planning and managing program functions within a division; 
  • Assists in formulating program goals and objectives; 
  • Assists in developing related policy; 
  • Assists in implementation of new procedures and procedural revisions; 
  • Assists in interpreting and administering pertinent laws; 
  • Evaluates staff; 
  • Assists in preparing division budgets; 
  • Maintains contacts with individuals within and outside of division who might impact program activities; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection; 
  • May coordinate subpoena responses and Freedom of Information requests; 
  • May assist in directing retirement benefits functions; 
  • May assist in directing employee benefits functions; 
  • May assist in directing timely processing of all state payrolls and related documents; 
  • May assist in directing auditing, validation, and payment of all claims against the State; 
  • May assist in directing maintenance of official accounting records of the State; 
  • May develop and maintain guidelines for pension division orders (QDROs) for those retirement systems administered by the Retirement Services Division; 
  • May interpret state and federal laws and regulations pertaining to retirement or employee benefits; 
  • May provide counsel to state agency staff with respect to retirement benefits in connection with resolution of labor disputes; 
  • May prepare contracts for services required by SERC and the State Comptroller to administer employee or retiree benefits; 
  • May assist in coordination of various pension or health care delivery systems, including health promotion and wellness initiatives; 
  • May act as the Retirement Services Division liaison to the Office of the Attorney General; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes, and regulations; 
    • accounting principles and practices including governmental accounting, accounts payable procedures, and/or payroll accounting;
  • Knowledge of
    • and ability to apply management principles and practices;
    • commercial business practices, particularly accounts receivable practices and procedures; 
    • fiscal and payroll practices and public payroll audit procedures; 
    • application of EDP equipment to accounting systems; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability in analysis and preparation of complex and comprehensive financial statements and reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in accounting, auditing, or business management with major responsibilities in the accounting area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

NOTE:

  • Supervisory capacity is defined as scheduling, assigning, overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
  • For state employees, supervisory capacity is interpreted at the level of a Supervising Accountant, Supervising Accounts Examiner or Payroll System Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in accounting or business administration may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in accounting or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant or Certified Internal Auditor.

PREFERRED QUALIFICATIONS

  • Experience leading a statewide payroll, time and attendance, workforce management, or human resources operation within a large, complex organization.
  • Experience supervising professional staff responsible for time and labor administration, payroll processing, workforce management, leave management, and compliance with collective bargaining agreements.
  • Experience managing the implementation, upgrade, configuration, and ongoing administration of UKG Pro Workforce Management (WFM), UKG Kronos Workforce Central, or similar enterprise workforce management systems.
  • Experience serving in a leadership role for a large-scale enterprise system implementation, including project governance, stakeholder engagement, business process redesign, testing, training, change management, and vendor coordination.
  • Experience interpreting and applying complex collective bargaining agreements, state and federal labor laws, leave policies, payroll regulations, and personnel policies related to workforce management and timekeeping.
  • Experience overseeing time and attendance processes for a large workforce, including scheduling, leave administration, overtime management, accrual processing, exception management, and workforce compliance reporting.
  • Experience developing, implementing, and monitoring policies, procedures, and internal controls to ensure the accuracy and integrity of payroll and workforce management operations.
  • Experience collaborating with executive leadership, human resources, information technology, agency representatives, labor relations staff, and external vendors to support statewide workforce management initiatives.
  • Experience managing integrations between workforce management, payroll, human resources, and financial systems.
  • Experience with enterprise resource planning (ERP) systems, including Time and Labor, Payroll, Human Resources, and Benefits modules.
  • Experience presenting complex operational, technical, and policy-related information to executive leadership, governance committees, and diverse stakeholder groups.
  • Experience communicating with a diverse group both written and verbal.
