THE ROLE
The Associate Accountant will report to the Supervising Accountant, Capital Services Division, Federal Billing Unit.
Duties include, but are not limited to:
- Performs grant-related financial reviews and reconciliations to ensure accuracy and support grant closeout activities.
- Prepares federal billings, reimbursement requests, and related financial documentation.
- Monitors grant activity and prepares summaries, reports, and supporting materials for internal and external stakeholders.
- Supports compliance with state accounting standards, federal requirements, and internal procedures, including responding to audits and identifying issues.
- Provides training and assistance to staff on financial systems, reporting tools, and billing processes.
- Develops and updates unit procedures.
- Communicates with internal units and external partners to resolve routine financial inquiries.
- Other job duties as assigned.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for performing the most complex accounting tasks within a variety of accounting programs and systems. This class may also be accountable for lead or consultative responsibility.
EXAMPLES OF DUTIES
- Performs a variety of professional accounting duties involving the review, preparation, and processing of financial transactions and documentation related to federal grant programs;
- Prepares federal billings, reimbursement requests, and related fiscal reports in accordance with applicable policies and requirements;
- Monitors grant activity and prepares financial summaries, analyses, and supporting documentation for internal and external stakeholders;
- Assists in ensuring compliance with state accounting standards, federal regulations, and agency procedures; participates in audit reviews and provides information as needed;
- Conducts grant related financial reviews and reconciliations; assists in resolving discrepancies and supports grant closeout activities;
- Provides training and assistance to staff in the use of financial systems, reporting tools, and related accounting processes;
- Assists in developing, updating, and maintaining unit procedures and workflow documentation;
- Communicates with internal units, external partners, and other stakeholders to resolve routine fiscal inquiries;
- May coordinate or assist in coordinating workflow within the unit;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in accounting or auditing.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the level of an Accountant, an Auditor or an Accounts Examiner with responsibility for the exercise of independent analysis and judgement in the application of professional accounting principles and practices.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
- Certification in any of the following may be substituted for one (1) year of the General and Special Experience: Certified Public Accountant, Certified Internal Auditor.
PREFERRED QUALIFICATIONS
- Experience using CORE-CT financial modules to manage billings, review expenditures and budgets, modify and run complex queries, and analyze EPM reports and data.
- Experience performing accounting functions related to federal grant reimbursements, including preparing billings, managing billing rates, and reconciling grants in compliance with federal regulations, state accounting standards, and agency fiscal policies and procedures.
- Experience developing and maintaining written procedures, workflows, and related documentation.
- Experience communicating effectively with internal and external stakeholders, both verbally and in writing.
- A Bachelor's degree in Accounting, Business, Economics, Finance, or an analytical or quantitative field.
