The DOHS works throughout the Department to promote and support a safe and healthy workplace for all CTDOT employees. The DOHS is heavily involved with accident and injury investigations, worksite and facility inspections, safety data management, training, compliance tracking, incident reporting, and incident analysis to determine root causes and identify trends in order to meet the Department’s safety goals.
THE ROLE
The Transportation Safety Advisor 1 will work alongside a team of talented and dedicated safety professionals who provide technical expertise and guidance on a variety of occupational health and safety matters. This position will serve as the unit’s lead on safety training and will be responsible for developing, implementing, and evaluating a comprehensive safety training program, which ensures employees at all levels are current in safe workplace practices and in compliance with key safety policies and regulations.
This position may require extensive in-state travel, and the daily work schedule will vary in order to be at a CTDOT work location, garage, or jobsite to conduct training, inspections, investigations, or operational observations. It is also common that during emergency operations such as weather events, accidents, or other conditions that seriously affect the CTDOT operations, the Safety Advisor is required to work extended hours in adverse conditions.
YOU WILL BE RESPONSIBLE FOR
- Serving as lead safety instructor for the Division of Occupational Health & Safety;
- Administering regular safety orientation to new employees and refresher trainings on a schedule to meet compliance requirements and support employee retention of safe work practices;
- Responding to incoming training requests and identifying emerging safety training needs based on assessments, incident and accident trends, and areas of noncompliance;
- Developing engaging and informative content for new safety courses and opportunities to improve existing training curriculum;
- Serving as the unit’s liaison to other training units within the Department to coordinate and advise on curriculum related to safe workplace practices and regulatory compliance;
- Collaborating with the Safety Division team and other operational units to develop safety materials, including training curriculum and assessments, Safety Stand Down topics, instructor guides, manuals, and other materials that can assist in the training and retention of safe workplace practices;
- Analyzing job hazards and controls, including processes and procedures to ensure consistency in and adequacy of training curriculum;
- Participating in meetings, conferences, investigations, inspections, and field visits to obtain information useful to training and integrate information into the safety training program;
- Supporting other operational units in developing and training employees for proper skill evaluation, such as Driver Evaluations, in addition to proper documentation and equipment usage;
- Coordinating training to ensure classes are scheduled and records are properly maintained and distributed;
- Organizing, maintaining, and updating all training materials and reporting on training activities;
- Staying up to date on current safety regulations and best practices;
- Conducting safety audits and inspections to identify potential hazards and ensure compliance with safety regulations;
- Investigating safety incidents, analyzing root causes, and recommending corrective actions.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Division of Safety this class is accountable for independently performing a full range of tasks in the development and promotion of safe and healthy working conditions, ensuring compliance with the Occupational Safety and Health Administration in the review and investigation of all hazards and accidents and recommending measures to reduce or eliminate accident and health hazards.
EXAMPLES OF DUTIES
- In an assigned area, inspects all field and shop operations for unsafe practices, conditions and health hazards to ensure compliance with Occupational Safety and Health Administration standards and regulations;
- Investigates all personal injury and motor vehicle accidents
- Conducts programs on truck and equipment operation, driver training, first aid, traffic control and other accident prevention procedures;
- Inspects buildings, vehicles, equipment and tools to promote safety practices;
- Inspects garages for fire protection, housekeeping and other safety related matters;
- Participates in district safety committee meetings, fact finding hearings and preconstruction meetings;
- Participates in meetings with contractors regarding safe procedures in blasting, traffic control and other highway construction operations;
- Advises crew leaders, party chiefs and other supervisory personnel in planning and conducting safe work operations;
- Updates statistics, prepares reports and makes recommendations on all investigations, inspections and other activities;
- Recommends corrective and preventive measures affecting the general public and department employees;
- May conduct safety training sessions for local employees;
- May review workers compensation claims;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in training and/or enforcement of employee safety regulations and safe working practices.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
- Experience developing and delivering in-person trainings on various safety topics, including but not limited to, Occupational Safety and Health Administration (OSHA) regulations, hazard identification, hazardous materials (HAZMAT), hazard communication (HazCom), and personal protective equipment (PPE) usage
- Experience with policies and procedures related to workplace safety, including best safety practices for construction, general industry, motor vehicle operations, Commercial Driver’s License (CDL) operations, and emergency response
- Experience organizing, monitoring, and tracking assignments, projects, or priorities to completion
- Experience with Microsoft applications, including PowerPoint, Outlook, Word, Excel, and Teams
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some degree of injury or physical harm from hazardous or accident sites and a moderate degree of discomfort from exposure to year-round weather conditions.
