Introduction


The State of Connecticut Department of Transportation (DOT), is now accepting applications from eligible DOT employees to fill a Fiscal/Administrative Manager 2 position in our Bureau of Finance and Administration's Division of Agreements, Contracts and Business Services, which provides oversight and management of the DOT contacting process and procurement services. 
The incumbent will supervise a team that consists of 20 Fiscal and Administrative staff that oversee the preparation, review and processing of Personal Service Agreements, Consultant Agreements for various types of professional services, DOT Construction contracts, as well as various other agreements including grants, rights of way, leases, licenses, railroads, transit services and unique/complex agreements (muti-state agreements).

POSITION HIGHLIGHTS

  • Location: Headquarters at 2800 Berlin Tpke in Newington, CT
  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. Learn more about the Telework Policy. Employees in their initial working test period must work on site in the office.
  • Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them.
THE ROLE
The Fiscal/Administrative Manager 2 will be responsible for the administration of over 300 agreements annually including  Personal Service Agreements, Consultant Agreements for various types of professional services, as well as various types of other agreements i.e. (grants, rights of way, leases, licenses, utilities, railroads, transit services), and unique/complex agreements i.e. (multi-state agreements), administering over 75 annual construction bid, advertise and awards processes and procurement and maintenance process of over 120 contracts for commodities and contractual services.

      PURPOSE OF JOB CLASS (NATURE OF WORK)

      In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex and voluminous fiscal and administrative functions with major emphasis on fiscal administration.

      EXAMPLES OF DUTIES

      • Supervises the staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis; 
      • Coordinates, plans and manages activities; 
      • Formulates program goals and objectives; 
      • Develops or assists in development of related policy; 
      • Reviews fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures; 
      • Acts as liaison both internally within the state and externally; 
      • Evaluates staff; 
      • Directs budget management function; 
      • Maintains contacts with individuals both within and outside of unit who might impact program activities; 
      • Advises agency head regarding fiscal and administrative matters; 
      • Assists EDP experts in planning and implementation of financial aspects of EDP systems; 
      • Utilizes EDP systems for financial records, reports and analyses; 
      • Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation; 
      • In addition to directing fiscal/administrative functions may direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping; 
      • In a facility or institution, in addition to the above, may ensure conformance with related standards of JCAH, OSHA, Environmental Protection and other regulatory agencies; 
      • May direct a program of internal and/or external audit; 
      • Performs related duties as required.

      KNOWLEDGE, SKILL AND ABILITY

      • Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; 
      • Knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration; 
      • Considerable
        • interpersonal skills; 
        • oral and written communication skills; 
      • Considerable ability to
        • understand and apply relevant state and federal laws, statutes and regulations; 
        • to prepare and analyze  financial and statistical reports; 
      • Ability to utilize EDP systems for financial management.

      MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

      Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administrative, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.

      MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

      Two (2) years of the General Experience must have been supervising professional level staff.

      NOTE: For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.

      MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

      • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
      • A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.

      NOTE ON UNCLASSIFIED APPOINTMENTS: Appointments to the Unclassified Service will be made in accordance with sections of the Connecticut General Statutes related to the specific positions.

      PREFERRED QUALIFICATIONS

      • Experience in the development and administration of complex agreements and/or contracts.
      • Experience using Core-CT Financials Module.
      • Experience using Core-CT EPM Module or STARS.
      • Experience in government accounting and budgeting.
      • Experience communicating with executive leadership.
      • Experience developing and leading a team.
