The State of Connecticut, Department of Labor (DOL) - Central Office - is currently recruiting for one (1) Equal Opportunity Officer position located in Wethersfield, CT.

The Equal Opportunity Officer’s primary responsibility is to serve as the Labor Commissioner’s designated State-level Equal Opportunity Officer (State EO Officer). This position reports directly to the Governor and is responsible for the coordination of State Program compliance with the equal opportunity and non-discrimination requirements in the Workforce Innovation Opportunity Act (WIOA), including §§38.51, 38.53, 38.54, and 38.55.

The State EO Officer is responsible for coordinating a grant recipient's obligations. Those responsibilities include, but are not limited to:

  • Serving as CTDOL’s liaison with the Civil Rights Center (CRC).
  • Monitoring and investigating CTDOL's activities and the activities of the entities that receive WIOA Title I-financial assistance from CTDOL to ensure CTDOL and its subrecipients are not violating their non-discrimination and equal opportunity obligations under WIOA Title I.
  • Monitoring the collection of data required to ensure compliance with the non-discrimination and equal opportunity requirements of WIOA.
  • Reviewing both CTDOL's and the American Job Center partners’ written policies to ensure those policies are non-discriminatory.
  • Developing and publishing CTDOL's procedures for processing discrimination complaints under §§38.72 through 38.73.
  • Tracking discrimination complaints filed against the recipient.
  • Developing procedures for investigating and resolving discrimination complaints filed against the recipient, ensuring those procedures are followed, and making available to the public, in appropriate languages and formats, the procedures for filing a complaint.
  • Conducting outreach and education about equal opportunity and non-discrimination requirements consistent with §38.40 and how an individual may file a complaint consistent with §38.69; and,
  • Overseeing the development and implementation of the federal Non-discrimination Plan under §38.54.
  • Regularly consults with the staff of the American Job Centers and colleagues within the CTDOL to develop and implement data collection and reporting procedures.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor this class is accountable for performing as a specialist in the coordination of complex programs, agency operations and providing expertise in problem resolution.

EXAMPLES OF DUTIES

  • Coordinates efforts to initiate agency-wide programs or services designed to better meet needs of agency and its customers;
  • Leads special teams assembled to eliminate or resolve complex problems;
  • Supervises design of significant changes in operating systems and oversees installation of procedures in conformance with agency policy;
  • Acts as a consultant to agency administrators regarding formation and application of policy to agency programs and goals and improvement of administrative and operating procedures;
  • Acts as an ombudsman for concerns from within and outside agency including implementation of data feedback systems which result in continuous improvement;
  • May assess staff skill development needs and assist with development of innovative training programs;
  • May provide coordination of agency wide unemployment insurance, job service or experience and training programs;
  • May serve as staff to statewide commissions or an advisor to community-based organizations;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of technical level experience in counseling, employment placement, veterans employment and training support services, public contact work, human service programs, community action programs, job service, unemployment insurance or employment and training functions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in coordinating complex programs, agency operations and/or acting in a consultative capacity in problem resolution.

NOTE: For state employees this experience is interpreted at the level of a Labor Department Adjudications Specialist, Labor Department Business Services Specialist, Labor Department Career Development Specialist, Labor Department Resource Associate or Labor Department Programs and Services Coordinator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience monitoring policies and procedures to ensure compliance with Equal Opportunity or Equal Employment Opportunity rules and regulations.
  • Experience with taking, reviewing and investigating Equal Opportunity or Equal Employment Opportunity complaints. Including determining which complaints are within the EO Officer’s purview versus referring to another source.
  • Experience with development of federal or state mandated non-discrimination plans and the contents of the plan.
  • Experience preparing data reports on workforce demographics and regulatory compliance.
  • Experience with the process of establishing interpreter services and monitoring use of a language translation service including American Sign Language Interpreters.
  • Experience training employees on Equal Opportunity or Equal Employment Opportunity policy and procedures.
