The State of Connecticut, Department of Public Health (DPH) is looking for a Supervising Environmental Analyst to join their team! This position will oversee the Enforcement Unit in the Drinking Water Section (DWS). This position is also responsible for ensuring public health by overseeing the enforcement of federal and state drinking water statutes and regulations to ensure that public water systems provide safe and reliable drinking water to its customers

The Connecticut DPH's Environmental Health and Drinking Water Branch houses the Drinking Water Section (DWS), which provides technical assistance, education, and regulatory enforcement to approximately 2,400 public drinking water systems in Connecticut that utilize 150 reservoirs and 4,000 groundwater sources to provide public drinking water to approximately 2.9 million people on a daily basis. The DWS is entrusted to protect and promote healthy people in healthy Connecticut communities by assuring the use and distribution of high-quality public drinking water for human consumption.

      PURPOSE OF JOB CLASS (NATURE OF WORK)

      In the Department of Energy and Environmental Protection this class is accountable for supervising a section engaged in environmental analyses and evaluations and coordinating intra- and inter-agency efforts in state and regional planning and policy development projects.

      In other state agencies this class is accountable for supervising a section engaged in environmental analyses and evaluations.

      EXAMPLES OF DUTIES

      • Supervise staff in the Drinking Water Section (DWS) Enforcement Unit.
      • Schedule, assign and review the work of staff.
      • Provide staff training and assistance.
      • Conduct performance evaluations of staff.
      • Determine priorities and standard operating procedures for staff.
      • Develop or make recommendations on the development of policies and standards.
      • Oversee effective communication with other units in the DWS.
      • Oversee effective technical assistance to PWSs to ensure compliance.
      • Communicate and collaborate with DWS supervisors on all items related to the successful implementation of safe drinking water requirements.
      • Prioritize and assign formal enforcement action activities to staff, including Administrative Orders, Consent Orders, Consent Agreements and Notices of Violation with Civil Penalty.
      • Oversee and conduct final review of formal enforcement action documents prepared by Enforcement Unit staff.
      • Oversee water system compliance with all formal enforcement actions prepared by Enforcement Unit staff.
      • Oversee the review and response to enforcement-related questions from the Environmental Protection Agency (EPA) and provide updates EPA status reports as requested.
      • Oversee the issuance, and follow-up of informal violation letters issued by the Enforcement Unit staff.
      • Oversee any formal requests to the Office of Attorney General for enforcing formal enforcement actions through the Superior Court.

      MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

      Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

      MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

      One (1) year of the General Experience must have been in an advanced working/working lead level capacity.

      NOTE: For state employees this experience is interpreted at the level of an Environmental Analyst 3.

      MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

      • College training in a scientific or technical discipline related to the environmental field, including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
      • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
      • NOTE: Education may only be substituted for a total of five (5) years.

      PREFERRED QUALIFICATIONS

      • Experience leading and training staff, developing workplans, evaluating work performance, assigning work duties, reviewing staff deliverables and aligning staffing resources with work priorities
      • Experience implementing state and/or federal regulations related to safe drinking water and determining appropriate enforcement response
      • Experience reviewing and improving existing internal workflows and planning activities for the enforcement of new laws and regulations
      • Experience using software applications to analyze data to drive the decision-making process, including, but not limited to, the Safe Drinking Water Information System/State and other applications
      • Experience using written and verbal skills to effectively communicate with staff, management and the regulated community

      SPECIAL REQUIREMENTS

      • Incumbents in this class may be required to travel.
      • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

      WORKING CONDITIONS

      Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
