As a Research Analyst Supervisor, you will report to an Office Director and lead a team supporting policy and program development across subject matter areas within the Bureau, primarily within the Bureau's Office of Telecommunications and Broadband (OTB).The Office Director may assign you to supervise staff and related work in areas such as broadband policy, federal and state broadband programs and other telecommunications matters in coordination with municipalities and other state entities.
DUTIES:
- Work with the Director, Bureau Chief, and senior agency leadership on high-priority projects;
- Assist with supervising Research Analysts and other staff as assigned;
- Contribute to research, writing, and public engagement projects;
- Work in coordination with managers and leadership to meet shared statewide goals.
- A key component of the work will include the management of federal and state grant processes.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for supervising Research Analysts engaged in developing, implementing and conducting research projects.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Supervises development and implementation of research projects, analysis and evaluation of data and preparation of narrative and statistical reports;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans research work;
- Establishes and maintains research procedures;
- Develops or makes recommendations on development of research policies and standards;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepares special reports and correspondence;
- Speaks before groups of legislators, concerned citizens and other individuals regarding research;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in research, data analysis or economics.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been conducting research at the level of Associate Research Analyst.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience developing and implementing process improvements.
- Experience implementing state or federal laws, regulations, policies and programs.
- Experience with oral and written communications, both digitally and in person, and working with internal and external stakeholders including state and federal agencies.
- Experience communicating with management regarding program priorities and recommendations.
- Experience leading or supervising broadband, telecommunications or technology professionals.
- Experience working with organizational leadership to write technical reports, white papers, position papers, policy papers, talking points, memos or academic articles for a general audience that provide conclusions or recommendations supported by documented evidence.
- Experience designing and conducting quantitative and qualitative analyses, and synthesizing results to develop recommendations for actionable use.
- Experience working both independently and collaborating with staff to manage two or more technology projects simultaneously while adhering to deadlines.
- Experience using Microsoft Office 365 applications.
- Experience in one or more areas: Policy or program implementation, broadband or telecommunications infrastructure, finance, economics, urban planning.
- Experience coordinating federal or state program applications, deployment, reporting and administration.
