THE ROLE
The Fiscal/Administrative Supervisor will supervise fiscal staff who provide financial support to the agency's Rights of Way Division, Property and Facility Services Division, and IT Department. The Rights of Way Division oversees the acquisition of property for DOT initiatives and ensures compliance with federal and state regulations. You will also support the Property and Facilities Division and IT Division by monitoring budgets, overseeing procurements, and ensuring agreement compliance. In addition, the position oversees the agency’s General Equipment and Minor Capital budgets and reports to the Fiscal/Administrative Manager.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of fiscal and administrative functions, with major emphasis on fiscal administration or payroll oversight.
EXAMPLES OF DUTIES
Job duties include, but are not limited to:
- Supervise, schedule, and assign unit workflow and priorities of staff in their performance of accounting, purchasing and budget management for the Rights of Way Division, Property Facilities & Services Division, and IT Department. Prepare financial and budget reports. Initiate, modify and oversee close out of Rights of Way project phases. Review and authorize monthly expenditure reports of the operating budget and budget allotments for each operating account.
- Supervise the purchase of all commodities using purchasing and stores requisitions and inventory control.
- Manages Property & Facilities budgets – overhead, minor capital, major capital and coordinate all expenditures. Coordinate the agency’s general equipment budget.
- Oversee the proper billing of State, Federal and Town Rights of Way expenditures utilizing Federal and State Statutes.
- Responsible as the Office of Rights of Way liaison to Capital Services, Federal Billing, Purchasing, Accounts Payable, Revenue Accounting, Budget Development & Control, Environmental Compliance, Contracts, the FHWA (Federal Highway Administration), State Comptroller’s Office and numerous Municipal and State Agencies.
- Formulate and amend fiscal policies and procedures for the unit.
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- principles and practices of public administration with special reference to governmental budget management, governmental accounting, and payroll;
- relevant agency policies and procedures;
- relevant state and federal laws, statutes and regulations;
- Knowledge of
- grants and contracts preparation and administration;
- purchasing principles and procedures;
- types, characteristics and sources of supply and market factors of assigned commodities;
- business law as it applies to purchasing contracts and sales;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in a combination of fiscal/administrative functions (e.g., accounting, payroll, purchasing) at least one (1) of which must be an accounting, budgeting, or payroll function. Descriptions of these fiscal/administrative functions are attached.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2.
NOTE: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is the professional training level and below the professional working level.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
- For state employees experience at the level of a Purchasing Services Officer 1 or 2 substitutes for the General and Special Experience on a year for year basis.
PREFERRED QUALIFICATIONS
- Supervisor or lead experience.
- Experience with Excel spreadsheets, pivot tables, and Excel formulas.
- Experience with CORE-CT Financials (Peoplesoft), procurement contracts, purchasing, e-procurement, and EPM/STARS.
- Experience with property acquisitions and Rights of Way practices.
