Introduction

The State of Connecticut, Department of Emergency Services and Public Protection (DESPP), is recruiting a permanent Evidence Control Officer position to join our team in the Forensic Support Section in the Division of Scientific Services located in Meriden, CT.

As a general recruitment, the Evidence Control Officer will work within the Forensic Support Section which is comprised of the Case Management and Evidence Receiving units.

In this role, you will play a critical role in receiving, documenting, securing, and transferring evidence while maintaining the integrity of the chain of custody throughout the laboratory process. You will also support the Case Management Unit by assisting with discovery requests, case triage, evidence tracking, and coordination that helps ensure case information and materials move accurately and efficiently through the laboratory.

These positions are full-time, onsite, 40 hours per week, scheduled Monday through Friday (8:00am - 4:30pm).

The Evidence Control Officer will play a key lead role within the laboratory and will be responsible for a broad range of operational, and administrative duties, including:
  • Maintains a physical inventory of evidence;
  • Ensures chain of custody of evidence;
  • Ensures proper storage methods, disposition and record keeping of evidence in accordance with state and federal regulations;
  • Acts as liaison with law enforcement and other government agencies regarding submission and/or disposition of evidence;
  • Conducts inquiries regarding status of cases for which evidence is on file;
  • May assist in training new employees;
  • Assist the Case Management Unit with case intake, review, and triage of incoming requests;
  • Support the coordination and tracking of discovery requests, including locating, organizing, and preparing case related materials;
  • Review case information in LIMS to help verify submission details, evidence items, agency information, and requests;
  • Assist with routing cases, records, and evidence related documentation to the appropriate laboratory section or forensic discipline;
  • Help monitor case status, pending requests, and outstanding documentation to support timely laboratory processing;
  • Communicate with internal staff regarding case files, evidence availability, report status, and documentation needs;
  • Assist with organizing, scanning, uploading, and maintaining case related records in approved laboratory systems;
  • Support quality, administrative, and operational workflows by ensuring case information is complete, accurate, and properly documented;
  • Help identify missing, incomplete, or inconsistent case information and elevate issues to the appropriate supervisor or case management staff;
  • Provide administrative support for subpoenas, Freedom of Information Act requests (FOIA), discovery packets, report distribution, and other case related requests as needed;
  • Performing other related duties as assigned.

ABOUT US
The Division of Scientific Services serves as the forensic laboratory for the State of Connecticut, providing critical support to local, state, and federal law enforcement agencies across the state. The Division is structured into three primary analytical sections:
  • Chemical Analysis Section – encompassing toxicology, controlled substances, and general chemistry.
  • Forensic Biology/DNA Section – specializing in the analysis of biological evidence and DNA profiling.
  • Identification Section – including firearms/toolmarks, latent prints and digital/computer crimes analysis.
In addition, the Division is supported by two non-analytical sections:
  • Quality Section – responsible for maintaining laboratory accreditation and quality assurance standards.
  • Laboratory Support Services Section – which includes administration, evidence receiving, and case management functions.
Together, these sections work collaboratively to ensure the delivery of high-quality forensic services in support of Connecticut’s criminal justice system.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Public Health, State Laboratory and Public Safety, Forensic Science Laboratory this class is accountable for prioritizing and cataloging physical evidence obtained from criminal actions.

EXAMPLES OF DUTIES

  • Receives and prioritizes evidence according to prioritization schedule; 
  • Catalogues each piece of evidence; 
  • Maintains a physical inventory of evidence; 
  • Ensures chain of custody of evidence; 
  • Ensures proper storage methods, disposition and record keeping of evidence in accordance with state and federal regulations; 
  • Acts as liaison with law enforcement and other government agencies regarding submission and/or disposition of evidence; 
  • Conducts inquiries regarding status of cases for which evidence is on file; 
  • May assist in training new employees; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • methods of collection, packaging and preservation of evidence; 
    • applicable statutes concerning seizure, reporting and disposition of evidence; 
    • state and federal regulations concerning chain of custody of evidence; 
    • operations of a high security and/or volume evidence storage facility including access control, storage methods, inventory control, disposition and record keeping; 
    • methods utilized in analysis of physical evidence; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability in preparation of statistical reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in evidence collection and/or disposition in a laboratory or law enforcement setting.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in forensic science or other closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in forensic science or other closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working with confidential or privileged information including names, dates of birth, address, personal financial information, medical records or test results;
  • Experience utilizing a records management system including a Laboratory Information Management System (LIMS), Nexgen RMS, Axon Records, Versaterm RMS, SmartCOP, Central Square Records, Mark43 RMS, SAFE (Tracker Products) National Crime Information Center (NCIC), N-Dex (National Data Exchange) CrimeTracer (formerly COPLINK), NIBRS (National Incident-Based Reporting System) or Next Generation Identification (NGI);
  • Experience handling inventories including evidence or case files;
  • Experience accounting for items including evidence or supplies;
  • Experience scanning documents.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to work flexible hours.

CHARACTER REQUIREMENTS

In addition to the checking of references and facts in the application a thorough background investigation of each candidate may be conducted before persons are certified for permanent appointment.

WORKING CONDITIONS

Incumbents in this class may be exposed to communicable diseases and hazardous substances.
