Introduction

The State of Connecticut’s Office of Policy and Management (OPM) is currently recruiting for a Connecticut Careers Trainee, target class Planning Analyst, located in our Intergovernmental Policy and Planning Division’s (IGPP) Office of Responsible Growth (ORG). 

As a Connecticut Careers Trainee, you will receive training and mentorship to develop skills, working with a small planning team that recommends policy priorities and advises and assists leadership in both the Executive and Legislative branches of government in developing plans, policies, programs, and legislation to promote sustainable land use.

POSITION HIGHLIGHTS
This is a full time (40 hours per week) position conveniently located in Hartford, CT, easily accessible to all major highways. 
  • LOCATION: Office of Policy and Management
  • ADDRESS: 450 Capitol Avenue, Hartford, CT
  • WORK HOURS: Full-time, first shift, 40 hours per week
  • SCHEDULE: Monday through Friday
APPOINTMENT
The length of the development program is determined by the experience and training requirements of the designated class and the prior experience of the incumbent. At the completion of the development program incumbents must meet the experience and training requirements of the designated class. The program cannot be less than one (1) year and cannot exceed three (3) calendar years in accordance with C.G.S. 5-234.

Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service.

All appointments to this class shall be under terms of a development program and in accordance with a time schedule approved by the Commissioner of Administrative Services. All development programs must be approved by the Department of Administrative Services prior to appointment to this class.

Eligibility for promotion to the target classification of Planning Analyst is earned upon successful completion of your training program:

  • Candidates with a bachelor’s degree may be eligible to serve a 2-year development program.
  • Candidates with a master’s degree in planning, public administration or a closely related field may be eligible to serve a 1-year development program.
  • Candidates with three (3) years of professional experience in planning including developing written long term plans broad in scope and having impact on a number of operations may be eligible to serve a 3-year development program.
SALARY NOTE
First year of training:
  • Bachelor's degree and/or qualifying experience: AR 15 Step 1 ($54,388/year)
  • Master's degree in planning, public administration or closely related field: AR 15 Step 2 ($56,354/year)
Second year of training:
  • The salary for an employee who completes any of the above minimum requirements after initial appointment to the Connecticut Careers Trainee job class will be adjusted commensurate with the schedule above and effective the pay period following the date the master’s degree has been conferred or the pay period following the date the appropriate number of credits as indicated above have been earned.
For current state employees, compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class manual.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In this position the incumbent will train to:
  • Assist in the development, adoption and implementation of the State's comprehensive plan: the Conservation and Development Policies Plan (C&D Plan);
  • Assist in the administration of housing-growth related programs;
  • Identify, evaluate and make recommendations for tools to achieve state priorities around conservation and development and to promote sustainable land use among state, regional and local agencies;
  • Provide technical resources and assistance to staff, state agencies, and state and local government officials relative to a variety of comprehensive planning issues, such as, transportation, housing, natural resources protection, hazard mitigation, resiliency, and economic development;
  • Assist coordinating with councils of governments and reviewing regional plans;
  • Review proposed legislation/regulations, conduct legislative research, and prepare legislatively mandated reports;
  • Develop statewide policies and provide advisory reports, as required, in support of the C&D Plan;
  • Represent OPM on various advisory boards, committees and workgroups, as assigned;
  • Serve as OPM liaison to various state agencies, councils of government and municipalities.
  • Review Bond Commission agendas under CGS Sec. 16a-31(c);
  • Review Private Activity Bonds under CGS 32-141(b).

KNOWLEDGE, SKILL AND ABILITY

  • Oral and written communication skills;
  • Ability to
    • acquire knowledge and skills required for the target classification;
    • understand, evaluate and solve problems by exercising judgement and logic;
    • read, interpret and understand written material;
    • perform basic arithmetical computations;
    • interpret charts, graphs and tables;
    • learn and reason;
    • establish and maintain cooperative relations with superiors, associates and general public;
    • utilize computer software.

MINIMUM QUALIFICATIONS

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

PREFERRED QUALIFICATIONS

  • College training in planning, public administration, urban studies, community development, geography, sustainable policy or management, or a closely related field;
  • Experience or training with a broad range of land use planning and development issues and related regulatory functions of government (e.g. affordable housing, economic and community development, public infrastructure, natural resources conservation, zoning, etc.) through coursework, work experience or internships;
  • Experience or training related to implementing and/or developing organizational strategic plans; project plans; equity, diversity and inclusion plans, legislative agendas, or other organizational planning documents through coursework, work experience or internships;
  • Experience researching, writing, communicating, analyzing and discerning trends, and communicating complex information in simplified terms through coursework, work experience or internships;
  • Experience managing multiple and varied assignments, and working in a collaborative environment through coursework, work experience or internships;
  • Experience establishing, maintaining and building productive working relationships with government officials (federal, state, regional and local), community groups and the public through coursework, work experience or internships; and,
  • Experience or training related to monitoring and/or participating in the State of Connecticut legislative process through coursework, work experience or internships.
