The State of Connecticut, Department of Motor Vehicles (DMV), is now accepting applications for two 
Motor Vehicle Examiner Specialist positions, within the Vehicle Business Regulation Division, Wethersfield, CT.

POSITION HIGHLIGHTS
  • Full-time, 40 hours per week
  • Monday - Friday
  • 7:30 a.m. - 4:00 p.m.
  • Location:  Wethersfield, CT
  • Office/On-Site 
THE ROLE
The Vehicle Business Regulation Division consists of (7) operational areas: Business to Business Unit, Core Customer Operations, Copy Records, Compliance, Records Update, Support Services and Relationship Management Unit, and Specialized Registry Services. 
In addition, the Vehicle Business Regulation Division: 
  • Provides a wide range of customer services to the public and support services to other DMV operations
  • Processes paperwork for the Dealer On-Line Registration Program and is charged with monitoring and ensuring the compliance of several functions, and the processing of several transactions related to the compliance function
  • Oversees marine vessel mailed transactions and is the central repository for all boat registration transactions
  • Responsible for the documentation of standards relating to the title and registration issuance process. Connecticut is a participant in the National Motor Vehicle Title Information System (NMVTIS), ensuring vehicle compliance safety and customer protection, and VBR operates a NMVTIS help desk
  • Responsible for the approval of vanity and special interest plates, the issuance of parking placards for disabled individuals, and for providing customers with copies of DMV documents

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles this class is accountable for independently performing a combination of duties in registration and licensing functions.

EXAMPLES OF DUTIES

  • Examines and reviews forms for completeness, accuracy, legibility, and conformance with regulations;
  • Determines if transactions are subject to sales and use tax and computes amounts due;
  • Verifies proof of ownership and/or existence of encumbrances on all applications such as motor vehicle, motorcycle, bus, truck, camper, boat and miscellaneous vehicle registrations;
  • Examines certificates of title and other documents and supporting data;
  • Issues motor vehicle registrations;
  • Determines if transactions are new, transfers, class transfers or record transfers and processes accordingly;
  • Utilizes automotive manuals for verification of details on registrations;
  • Examines current suspension file to verify eligibility of applicants to receive registrations and/or operator licenses;
  • Answers questions from general public on laws, regulations, procedures and official motor vehicle forms;
  • Collects taxes and/or fees, balances cash records and prepares deposits;
  • Operates and responsible for security of assigned equipment, supplies and receipts;
  • Performs related duties as required. 
BRANCH OFFICES:
  • Deals directly with general public, performs limited restorations of driver’s licenses or motor vehicle registrations;
  • Issues boat registrations and toll plates;
  • May perform photo licensing activities;
  • Performs related duties as required.
CENTRAL OFFICES:
  • Performs as a unit specialist examining registration and title applications forwarded from branch and other areas for completeness, accuracy, legibility and conformance with Connecticut State Statutes prior to final approval for issuance of documents;
  • Researches title history on vehicles;
  • Works with DMV inspectors and/or local and state enforcement agencies;
  • Determines compliance with motor vehicle “brands” from other jurisdictions and applies them to Connecticut Certificate of Titles;
  • Issues Connecticut duplicate title certificates;
  • Issue ownership documents related to abandoned motor vehicles;
  • Researches insurance compliance issues and disputes;
  • Processes payments of civil penalties and fee adjustments;
  • May research stolen vehicles;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of the functions and activities of the Department of Motor Vehicles;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of clerical experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved the issuance of official documents requiring the examination of applications and supporting documentation.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
  • One (1) year as a Motor Vehicle Examiner may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience with DMV Business Systems such as Salesforce, Cater, and Connecticut Integrated Vehicle and Licensing Systems (CIVLS)
  • Experience applying policies and procedures to make decisions
  • Experience processing escrow payment, check, and credit card transactions, and reconciling cash drawer
  • Experience responding to internal and external inquiries and providing information and assistance
  • Experience reviewing legal documents, entering data and processing confidential information

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before individuals are certified for appointment.
