The State of ConnecticutDepartment of Mental Health and Addiction Services (DMHAS) is currently seeking a dedicated and experienced Behavioral Health Program Manager to join our team. 

POSITION HIGHLIGHTS:

  • Schedule: Full-time, 1st shift, Monday - Friday 8:00am - 4:30pm (or as otherwise assigned)

    THE ROLE:

    Under the supervision of the DMHAS Director of the Evidence-Based Practices and Women's Services Director, will oversee the implementation and ongoing functions of agency programs funded through the Rural Health Transformation Program (RHTP).


    Job duties include but are not limited to:

    • Manage resources, and contractors, including serving as the key point of contact for all applicable RTHP DMHAS contractors.
    • Collaborate and integrate RTHP programming across applicable DMHAS Divisions including Evidence-Based Practices, Statewide Services Division, and Managed Services Division.
    • Collaborate with other state agencies especially as relevant to implementing the projects assigned to this role.
    • Facilitate ongoing stakeholder engagement related to projects assigned to this role including building and maintaining partnerships with rural primary care providers, behavioral health agencies, hospitals, local health departments, and community-based organizations.
    • Create and update policies and procedures and contract language for projects funded under the RHTP.
    • Provide administrative direction in the processing of contracts for DMHAS.
    • Provide administrative direction in data elements and collection for RHTP funded projects.
    • Develop and maintain progress reports and other reports for submission to appropriate federal and state agencies.
    • Collaborate with state agencies and other organizations in the planning/development of programs to benefit individuals experiencing behavioral health needs in Connecticut with a specific focus on the State’s rural areas.
    • Administer and analyze, for accuracy, agency budgets/contracts.
    • Participate in decision making process of state and federal grants.
    • Provide administrative direction in RHTP funded program’s conformance/adherence to relevant federal and state statutes, assuring no policy or administrative decision contradicts state or federal law or RHTP policies.
    • Programmatic and contract oversight of funded agencies providing services under the RHTP.
    • Represent DMHAS at various statewide crisis services workgroups.
    • Under the direction of DMHAS leadership, integrate RHTP projects into broader agency initiatives including integrated care, crisis services, ACCESS Mental Health and Substance Use for Moms, and outpatient behavioral health services.

            PURPOSE OF JOB CLASS (NATURE OF WORK)

            In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

            EXAMPLES OF DUTIES

            • Assists in directing staff and operations for special programs;
            • Coordinates, plans and manages program activities;
            • Assists in formulating policy and procedures relating to general administration of a managed service system;
            • Participates in the formulation of agency policy; 
            • Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
            • Interprets and administers laws pertaining to program;
            • Trains and evaluates staff;
            • Prepares and administers facility and community grant budgets;
            • Maintains contact with individuals, groups and other organizations which might impact on program operations;
            • Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
            • Assesses staff needs for delivery of services;
            • Carries out policies and directives of department;
            • Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
            • Ensures compliance with internal agency and accrediting bodies' standards;
            • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
            • May assume a leadership role for agency system wide program development and administration activities;
            • Performs related duties as required.

            KNOWLEDGE, SKILL AND ABILITY

            • Considerable knowledge of
              • principles and practices of public administration; 
              • principles of mental health treatment and program design; 
              • managed care system principles and practices; 
              • clinical treatment methodologies and programs for psychiatric clients; 
              • community resources;

            MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

            Eight (8) years of experience in business or health care administration or program development involving responsibility for financial management or budget development or grants management or professional health care or social services experience.

            MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

            • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
            • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

            PREFERRED QUALIFICATIONS

            • Experience with an ACCESS Mental Health and Substance Use model (e.g. psychiatric consultation programs supporting Primary Care Physicians, other medical providers).

            • Experience working within Crisis Stabilization Units, including familiarity with crisis response protocols, interdisciplinary collaboration, and providing support to individuals experiencing acute behavioral health needs.
            • Experience with contract development, such as drafting, reviewing, and monitoring contracts to ensure compliance with organizational standards, regulatory requirements, and performance expectations.
            • Experience with data collection and data management, including implementing systems for gathering, organizing, analyzing, and reporting data to support program evaluation and continuous improvement.
            • Experience with project management, demonstrating the ability to lead projects from initiation through completion, coordinate timelines, manage stakeholders, and ensure deliverables are met efficiently and accurately.
            • Experience with program development and implementation, with a track record of designing new initiatives, establishing operational workflows, and overseeing successful rollout and execution.
            • Experience conveying information clearly and effectively to diverse stakeholders along with producing high‑quality documentation, reports, and presentations.

            SPECIAL REQUIREMENTS

            Incumbents in this class may be required to possess appropriate current licenses or certifications.
