The State of Connecticut, Department of Energy and Environmental Protection (DEEP), has an opening for an Environmental Analyst 1 to support the Land Acquisition and Management Office's (LAM) property management, land acquisition, and grant administration functions.

Position Highlights
- This position will provide critical support for acquiring new lands to be owned by DEEP, handling DEEP property management matters and administrating grants to others for enhancing and protecting open space across Connecticut. For lands and waters which DEEP currently owns and controls, support will include responding to requests for the use of, and resolving unauthorized encroachments at, State held open space lands.
- This position offers a challenging and rewarding opportunity to collaborate across the agency to make a difference in natural resource and public benefit outcomes. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.
In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.
EXAMPLES OF DUTIES
- Conducts specialized historical, land records, GIS, and natural resource investigations;
- Provides technical assistance for municipalities, other agencies, and private entities requesting use of DEEP-owned property;
- Formulates environmental policies and management practices in conjunction with other agency departments;
- Reviews projects for consistency with policies, plans and statutes;
- Conducts negotiations to acquire property and property rights;
- Makes recommendations for purchase offers;
- Prepares leases, deeds, easements and other agreements related to land acquisition and property management;
- Reviews appraisals, title work, surveys and engineering plans;
- Conducts site investigations of encroachments, proposed land acquisitions, and other property management matters;
- Coordinates state and federal grants programs;
- Prepares federal and municipal grant applications, contracts and budget information;
- Prepares reports and correspondence with various individuals and entities;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
- NOTE: Education may only be substituted for a total of five (5) years.
- For state employees one (1) year of experience as an Environmental Compliance Specialist 2 may be substituted for the General Experience.
- Successful completion of an Environmental Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience managing two or more projects with shifting priorities.
- Experience administering and applying for grants.
- Experience communicating technical, legal, and policy information to internal and external stakeholders.
- Experience collaborating on projects with competing programmatic, land use or environmental resource matters.
- Experience performing municipal land records research and interpreting legal documents, maps and engineering plans.
- Experience preparing easements, licenses, leases and deeds pertaining to property management matters.
- Experience navigating legal, political and financial project implications.
- Experience following office workflows, standard operating procedures and data filing systems.
- Experience creating maps and analyzing data using ArcGIS software.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
