POSITION HIGHLIGHTS
- This position is full-time, following a first shift schedule, 40 hours per week, scheduled Monday - Friday, with the potential for telework and based out of Hartford, CT.
- As an internal, agency only recruitment, this position is only open to employees within the Department of Revenue Services.
- The position is responsible for leading a team of Research Analysts accountable for working as liaisons to the agencies' operating units to manage and coordinate system change requests in support of the agency’s integrated tax administration system.
This position’s responsibilities include, but are not limited to:
- Manage all unit functions and resources;
- Coordinate and plan unit training, development and unit structure and resource requirements;
- Work with agency management to make sure all agency needs are supported by its integrated Tax Administration Systems;
- Work as liaison between agency senior management and project manager from our contracted vendor who supports our system development and maintenance to make sure all agencies' needs are prioritized and met in a timely fashion; and
- Meet as unit liaison to understand and communicate legislative requirements, review and approve requests for system enhancements, coordinate service pack releases and testing.

The Systems Oversight Unit is responsible for keeping the State’s tax administration systems up to date with legislative requirements and agency initiatives. The unit members act as liaisons between business users and systems developers in researching systems issues and resolutions. The unit also is responsible for implementation of processes between CT State Agencies, other states’ tax agencies, and the Internal Revenue Service.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, this class is accountable for directing the staff and operations of the Research and/or Planning Division.
EXAMPLES OF DUTIES
- Directs staff and operations of the Research and/or Planning Division;
- Coordinates, plans and manages division activities;
- Formulates unit and division goals and objectives;
- Assists in development of agency policies and procedures and drafting of statutes and regulations;
- Evaluates staff;
- Assists in developing division budget;
- Maintains contact with individuals within and outside of division who might impact on program activities;
- Directs investigation and recommendation of new management information systems;
- Directs design, development and operation of appropriate agency databases;
- Coordinates information gathering activities with other public and private sector agencies;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience in data science, management analysis, systems analysis, planning, research or a related field.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in data science, research, statistics, economics or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience working on projects to upgrade or implement Integrated Tax Administration Systems;
- Experience with oversight and coordination of development and maintenance of a major tax system;
- Experience interpreting and following policies and procedures;
- Experience working on projects that intersect multiple bureaus within a tax agency;
- Experience working with external vendors in support of tax systems;
- Experience managing a team in the development or support of an integrated tax system; and
- Experience using analytical thinking to solve problems.
