THE POSITION
The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is now hiring for a DMHAS Deputy Agency Medical Director to join their team! This position will assist the DMHAS Chief Medical Director and will be responsible to ensure quality care, safety and services across all DMHAS facilities.
The duties and responsibilities of the DMHAS Statewide Deputy Medical Director are extensive and necessary to achieve the agency’s mission of ensuring that high-quality care is provided to patients with mental health and substance use disorders, commensurate with national standards.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services this class is accountable for assisting in the administration of agency medical, clinical and behavioral health services programs and operations and for providing executive level medical leadership and support across DMHAS facilities and programs.
EXAMPLES OF DUTIES
- Develop, amend, and/or update DMHAS policies, procedures, and clinical protocols to enhance the delivery and coordination of high-quality care across our system. This entails staying abreast of national and international changes and providing guidance to the eight DMHAS facilities.
- Provide clinical oversight of high-risk individuals with complex needs throughout the state by facilitating case consultations and case conferences that include the individual, their family, legal representatives, the facility, treatment, and community provider teams, and any other relevant party.
- Provide supervisory support to medical directors representing all eight DMHAS facilities.
- Provide oversight of critical incidents and sentinel events, and guidance and consultation, as needed, throughout the state.
- Provide oversight of infection prevention across all DMHAS facilities.
- Serve as the Acting Medical Director during vacancies in any of the eight DMHAS facilities. These duties would include clinical responsibility within executive leadership, supervises the MDs and APRNs, assists the CEO with clinical issues, participates in The Joint Commission accreditation survey, and responsibility for medical policy and program needs.
- Supervise the staff in the Office of the Medical Director who perform Utilization Management (UM) functions for DMHAS Inpatient (IP) and Mental Health Intensive Residential beds. Two licensed staff members review all DMHAS admissions to ensure individuals meet criteria for admission to inpatient or residential levels of care and assist the Medical Director/Deputy Medical Director and facility treatment teams with case consultations and discharge planning for those with complex needs. The staff in the Office of the DMHAS Medical Director works closely with community hospitals and emergency departments on referrals to state beds and is responsible for timely admissions and discharges at these levels of care.
- Oversee the DMHAS Forensic Division to ensure that DMHAS patients with legal involvement receive adequate care.
- Assists in the development of programs and activities, including the establishment of medical service standards and criteria.
- Determine or assist in determining appropriate staffing levels and direct or assist in managing and coordinating staff.
- Support the advancement of the new Electronic Medical Record implementation project.
- Support telemedicine advancements and the implementation of electronic technologies that meet the needs of patient care statewide.
- Support advancements in recruiting clinical professionals, including psychiatrists, APRNs, therapists, and other specialized professionals.
- Interface with the DMHAS legislative representative and provide clinical input on legislation that may affect DMHAS patients.
- Interface with legal entities on medico-legal matters affecting DMHAS patients.
- Maintain contact with individuals within and outside the agency who could impact programs and services.
- Implement performance review standards for staff.
- Administer state and federal regulations governing medical and psychiatric health care programs, services, and operations.
- Testify in court as needed.
- Conduct clinical training.
- Provide oversight of the safety intervention program (CPI) and its implementation in all eight DMHAS facilities.
- Serve as the agency liaison to external medical and behavioral health planning and advisory groups, courts, and other state medical and service agencies.
- Monitor contracts with medical services vendors.
- Participate in quality assurance studies and investigations.
- Develop processes and practices to improve the quality and cost of patient care.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Experience in a hospital, clinic or correctional facility as a board-certified psychiatrist.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess a license to practice medicine and surgery in Connecticut.
- Incumbents in this class must possess and retain certification as a specialist in psychiatry by the American Board of Psychiatry and Neurology.
- Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. 1320a-7b(f).
- Incumbents in this class may be required to possess and retain certification as a specialist in an area such as geriatrics, ABI/TBI, forensics, substance abuse, etc.
- Incumbents in this class may be required to possess and retain a faculty appointment at either the Yale School of Medicine or the UConn School of Medicine.
- Incumbents in this class may be required to possess appropriate current licenses, certifications or permits.
- Incumbents in this class may be required to be bilingual.
