We’re hiring a Supervising Clinician to lead a multidisciplinary community-based treatment team serving adults across Southeastern Connecticut.
POSITION HIGHLIGHTS:
- Work Schedule: Monday - Friday
- Work Hours: Full-time, 40 hours per week
- Work Shift: First shift, 8:30 a.m. - 5:00 p.m.
- Location: 34 Park Street, New Haven, CT
WHAT YOU'LL DO:
- Oversee the work done by the team which provides ongoing outpatient care to clients with severe and persistent serious mental health and addiction needs, in the community in order to obtain clinical stability.
- Provide supervision to all the staff on the team addressing staff's administrative, clinical, and training needs, addresses any disciplinary needs that may arise with staff.
- Reviews and assigns referrals to the team to ensure appropriateness.
- Oversees treatment, case management, and documentation of interventions provided by staff.
- Triages crisis as well as maintenance of client care.
- Presents at agency meetings, including the Statewide ACT meetings and the weekly agency meeting.
- Leads required fidelity reviews of the team with the Office of the Commissioner (OOC).
- Ensures appropriate Incident Reporting is completed as needed.

The Connecticut Mental Health Center (CMHC) is an urban community mental health center with an exceptional 50-year tradition of serving individuals with serious mental illness and/or addiction. Founded in 1966, CMHC is a partnership between DHMAS and the Yale Department of Psychiatry. Each year over 4,000 people receive a variety of recovery-oriented services at CMHC and its satellite clinics.
The ACT (Assertive Community Treatment) Team provides clinical and case management services to individuals who have serious mental illness, often complicated by substance abuse. These individuals generally have histories of multiple psychiatric hospitalizations and/or emergency room visits, but have been unable to connect to traditional outpatient services. Team staff addresses the needs of these individuals through frequent, supportive contacts in the community. Services provided include medication delivery and monitoring, transportation to medical, probation, other appointments, assistance with the activities of daily living, efforts to facilitate involvement in meaningful social and/or work activities, and collaboration with families, landlords, and other members of the individuals social/service network. The staffs are scheduled to work on a rotating basis in order to cover all hours of operation, and a telephone on-call system provides after hours coverage. Approximately 60 unduplicated clients are served per year.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for providing supervision and direction of a clinical unit.
EXAMPLES OF DUTIES
- Schedules, assigns and oversees work of staff;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional health care experience in a psychiatric setting.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.
NOTE: For state employees this experience is interpreted at the level of an Advanced Clinical Social Worker for social work discipline, Head Nurse for the nursing discipline, an Advanced Professional Counselor and an Advanced Marital and Family Therapist.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's Degree in a health care field related to one of the disciplines in the Special Experience may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience treating clients with severe and persistent serious mental illness and substance use issues
- Experience working with clients who have a trauma history, able to manage responsibilities in a fast-paced environment with competing demands
- Experience working in the community providing clinical treatment
- Experience supervising interdisciplinary staff and performing leadership duties, with organizational, written and oral communication skills
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, a Registered Nurse in the State of Connecticut or hold a Multistate or Compact Registered Nurse license. The license required for direct supervision of clinical oversight will be dictated by the functions of the assigned unit or program.
- Incumbents in this class may be required to possess certification as a clinical supervisor by the Connecticut Certification Board.
- Incumbents in this class may be required to be bilingual or fluent in American Sign Language.
- Incumbents in this class may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be required to lift and restrain clients, may have significant exposure to communicable and/or infectious diseases and risk of injury and may be exposed to strongly disagreeable conditions.
