Accounts Examiner to support the Security and Asset Management unit in the Central Accounts Payable division. This position plays a key role in maintaining the integrity of financial systems and asset management processes by overseeing internal controls, security access, and compliance across state agencies.

- Conduct detailed reviews of requests for Core-CT security roles to ensure appropriate access and compliance with established security policies;
- Provide guidance to state agencies and operating units regarding segregation of duties and proper application of security standards;
- Review and approve requests for non-standard user IDs;
- Perform annual audits of security roles, including facilitating and coordinating internal reviews of divisional role assignments to ensure continued compliance and effectiveness of access controls;
- Conduct reviews of petty cash and trustee accounts to ensure compliance with established policies and procedures;
- Investigate discrepancies, follow up with agencies to resolve issues, and provide guidance to strengthen internal controls;
- Review and evaluate CO-853 Adjustments to State-Owned Assets forms to ensure agency adherence to applicable policies and procedures;
- Approve or reject submissions, identify weaknesses in internal controls, and provide recommendations and guidance to agencies for corrective action;
- Examine reports of illegal, irregular, or unsafe handling of state or quasi-public agency funds in accordance with Connecticut General Statutes Section 4-33a, ensuring proper documentation, review, and follow-up actions, as necessary.

The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.
We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.
The Central Accounts Payable division manages the centralized accounts payable function for the state, maintains a database of more than 126,000 records on state vendor profiles, examines state encumbrances and expenditures for compliance, processes special payments, and enforces the statutory, regulatory, and accounting provisions mandated by state and federal law.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks in the examination of financial records of state agencies, businesses, municipalities or other entities.
EXAMPLES OF DUTIES
- Conducts or participates in examinations of financial records and documents of state agencies, businesses, municipalities or other organizations which are monitored by the state;
- Prepares for examinations by reviewing prior audit reports, financial statements, budgets or other available data;
- For an on-site audit, meets with officials of organization being examined to discuss audit procedures, answers questions and obtains necessary information and records;
- Utilizes electronic data processing (EDP) systems for financial records, reports and analysis;
- Examines various financial records including revenue, expenditure, payroll and grant accounting;
- Examines and reconciles accounting records with supporting data, such as vouchers, invoices and cash receipts;
- Determines compliance of various complex financial documents with applicable regulations;
- Examines accounting methods and procedures to ensure compliance with accepted accounting principles, laws and regulations and state or federal requirements;
- For an on-site audit, reviews and discusses audit findings with officials of organization audited;
- Prepares unit reports explaining results and making recommendations;
- May participate in hearings or conferences;
- May prepare remittance schedules for collection or delinquent accounts and arrange for attachments as required;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in accounting or auditing.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the paraprofessional level. Work at the paraprofessional level requires the exercise of some independent judgment in applying basic accounting principles and may be compared to the level of a full charge bookkeeper.
NOTE: For state employees this experience is interpreted at the level of an Assistant Accountant.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

Successful completion of an Accounting Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience and Special Experience.

College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.

Certification in any of the following may be substituted for one (1) year of the General and Special Experience: Certified Public Accountant, Certified Internal Auditor.

Two (2) years of experience as an Assistant Accountant may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience with using Core-CT Financials modules to review, process, or analyze financial transactions.
- Experience independently managing multiple assignments with competing deadlines, including prioritizing work and completing tasks applying independent judgement.
- Experience reviewing financial or administrative documentation for compliance with statutory, regulatory, or policy requirements, including identifying deficiencies and obtaining corrective or supporting documentation from stakeholders.
- Experience applying internal control principles (e.g., segregation of duties, approval controls, reconciliation processes) to identify risks and support fraud prevention efforts.
- Experience using Microsoft Office Suite, including Excel to sort/filter data, use formulas, and analyze datasets; Word to draft reports or correspondence; Outlook to manage communications and scheduling; and PowerPoint to develop presentations.
- Experience using Microsoft Access to enter, retrieve, and analyze data in a multi-user environment.
- Experience delivering guidance or training on policies and procedures related to form or application submissions, including communicating requirements clearly in writing or verbally, responding to questions from agencies, stakeholders or the public, and developing or presenting instructional materials.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
