Introduction


The State of Connecticut, Office of the State Comptroller (OSC) is seeking a strategic, forward-thinking, and operationally-focused individual to lead the Core-CT Division as the Statewide Enterprise IT System Director (State Comptroller Division Director). This position oversees Core-CT, the state’s cloud-based ERP system, which provides the underlying technology supporting virtually all the State of Connecticut’s financial transactions, as well as key human resources, payroll, and benefits functions. 

In this role, you will partner closely with the Comptroller’s senior leadership team and key stakeholders across state agencies to set the strategic direction for Core-CT, ensure reliable day-to-day operations, and drive modernization efforts that enhance system performance, security, and user experience across the enterprise.

DISCOVER THE OPPORTUNITY TO
  • Establish and execute the strategic vision, governance framework, and multi-year IT roadmap for Core-CT, aligning enterprise technology investments with statewide business priorities;
  • Direct the end-to-end operations of Core-CT, including service delivery and technical services, ensuring system reliability, performance, and responsiveness across a workforce of approximately 75 staff;
  • Lead and oversee complex, multi-layered initiatives and system enhancements, ensuring successful delivery from planning and analysis through implementation and post-deployment support;
  • Implement and maintain clear prioritization, intake, and accountability structures to ensure system issues, enhancements, and projects progress efficiently from identification to resolution;
  • Oversee core business processes, system schedules, and release cycles, ensuring continuity of mission-critical functions such as financial processing, payroll, and benefits administration;
  • Develop and manage operating and capital budgets, aligning resources with strategic priorities and ensuring effective stewardship of public funds;
  • Direct vendor, contractor, and stakeholder relationships, ensuring performance, accountability, and alignment with the state’s technology and service delivery goals;
  • Monitor and evaluate emerging technologies and industry best practices (e.g., ERP, cloud, security, AI) and incorporate them into the Core-CT strategy where appropriate;
  • Provide executive oversight of technology procurement, licensing, and service agreements, ensuring all investments align with enterprise architecture, security standards, and long-term operational needs.
ABOUT US
The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public. 

We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller’s technical infrastructure, and is responsible for web development for the comptroller’s communication sites.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Comptroller this class is accountable for directing the programs and activities of a division with major statewide impact.

GUIDELINES FOR JOB CLASS USE

This class is used in one of the following capacities:  

  • Accounts Payable Division
  • Budget and Financial Analysis Division
  • CORE-CT Division
  • Healthcare Policy and Benefit Services Division
  • Payroll Services Division
  • Retirement Services Division  

EXAMPLES OF DUTIES

  • Directs staff and operations of a division with major statewide impact;
  • Develops, implements and evaluates division policies, goals and objectives; 
  • Coordinates, plans and manages division activities; 
  • Formulates program goals and objectives; 
  • Develops or assists in development of related policy;
  • Implements new procedures and procedural revisions;
  • Interprets and administers pertinent laws; 
  • Evaluates staff; 
  • Prepares or assists in preparation of division budget; 
  • Maintains contacts with individuals within and outside of division who might impact program activities; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May direct auditing, validation and payment of all claims against the State; 
  • May direct planning, coordinating and implementing of administration and policy for statewide accounting and financial program activities;
  • May direct maintenance and analysis of expenditure and revenue data for all state funds and analysis and preparation of fiscal impact statements pertaining to changes in employee benefit provisions;
  • May direct timely processing of all state payrolls and related documents; 
  • May direct personnel and business management functions; 
  • May direct data processing and operations area; 
  • May direct retirement and employee benefits functions; 
  • May direct information technology initiatives;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • relevant agency policies and procedures pertaining to overall agency and specific division;

CORE-CT Division: Considerable knowledge of enterprise systems.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in accounting, auditing, business administration with a major emphasis in an accounting area, information technology, administration of employee pension plans or other benefit programs or legal experience in the area of benefits administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a managerial capacity.

NOTE:

  • Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and monitoring a budget.
  • For state employees managerial capacity is interpreted at the level of an Accounting Manager or State Comptroller Assistant Division Director.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in accounting, computer science, or business administration may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in accounting or business administration may be substituted for one (1) additional year of the General Experience.
  • Certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant or Certified Internal Auditor.
  • A law degree from an accredited school of law may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience applying the NIST 800-53 security framework, including implementation or oversight of security controls, risk assessments, or audit/compliance activities for enterprise information systems.
  • Experience managing enterprise-level ERP systems supporting 1,000+ users or multi-agency environments, preferably PeopleSoft-based.
  • Experience working with Oracle technologies (e.g., Oracle Database, Oracle Cloud Infrastructure, or PeopleSoft applications), including system support, implementation, or optimization.
  • Experience leading full lifecycle implementation or major upgrade of an enterprise system (e.g., ERP), from requirements gathering through deployment and stabilization.
  • Experience leading cross-functional initiatives involving multiple stakeholders, with responsibility for moving projects from analysis and planning through execution and delivery.
  • Experience developing and managing operating budgets and/or capital project budgets, and leading or contributing to Request for Proposal (RFP) development and vendor selection processes for enterprise systems.
  • Experience working with ERP systems in the public sector or in a similarly regulated environment (e.g., government, higher education, healthcare).
  • Experience evaluating or implementing emerging technologies (e.g., AI, automation) to improve business processes within enterprise systems.
  • Experience communicating with diverse stakeholder groups, including delivering written materials (e.g., reports, executive briefings) and verbal presentations to both technical and non-technical audiences.
