THE POSITION
The State of ConnecticutDepartment of Mental Health and Addiction Services (DMHAS) is currently seeking an experienced individual for the position of  Behavioral Health Clinical Supervisor to join our team.

AS A BEHAVIORAL HEALTH CLINICAL SUPERVISOR YOU WILL:
  • Be responsible for supervising multidisciplinary staff who provide administrative oversight and/or direct service to patients on the units within the Dutcher Enhanced Security Building
  • Collaborate with building leadership and clinical teams to ensure the provision of quality clinical care and programming for patients
  • Support staff throughout the building to ensure a safe and recovery focused environment
  • Serve as a member of the WFH leadership team
  • Provide oversight of quality assurance measures, data collection, and performance improvement on the Dutcher units
  • Provide administrative supervision of hospital initiatives related to governing standards and providing patients the highest quality of care
  • Provide supervision of the clinical teams and Behavioral Health Unit Supervisors in order to mitigate risk around high acuity clients
  • Collaborate with Labor Relations regarding investigatory processes
  • Participate in investigatory initial interviews and collaborate around disciplinary issues

DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve. 

The Whiting Forensic Hospital (WFH) specializes in providing inpatient services to individuals involved in the criminal justice system. The hospital consists of 91 maximum security beds and 138 enhanced security beds.  Services are provided to individuals who are admitted under the following categories: Psychiatric Security Review Board commitment, Criminal court order for restoration of competency to stand trial, Civil commitment (voluntary or involuntary) and Transfer from the Department of Correction (during period of incarceration or at end of sentence). Discharge options are dependent on legal status and the purpose of admission.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

  • Manages the staff and operations of a clinical program, discipline or specialized area;
  • Coordinates, plans and manages program activities;
  • Formulates program goals and objectives;
  • Develops or assists in the development and implementation of related policy;
  • Interprets and administers pertinent laws;
  • Monitors and evaluates staff;
  • Prepares or assists in preparation of program budget;
  • Maintains contacts with individuals both within and outside of program who might impact on program activities;
  • Ensures program compliance with standards established by outside monitoring agencies;
  • Participates in grant and contract preparation and administration;
  • Manages the recruitment, selection and retention of program staff;
  • Ensures compliance with quality assurance findings and recommendations;
  • Promotes cultural diversity in workplace and ensures client/individuals rights;
  • Identifies and plans training and development needs;
  • Analyzes problems at program level and takes appropriate action;
  • Initiates workforce planning and monitors staff utilization to meet identified goals;
  • Prepares or oversees preparation of reports;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in behavioral health care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

  • Experience working with forensic clients
  • Experience working in an inpatient setting
  • Experience providing clinical and administrative oversight for multiple clinical disciplines
  • Experience ensuring compliance with regulatory and oversight agencies such as The Joint Commission, CMS or the Department of Public Health
  • Experience with tracking and reporting data for Quality Assurance measures

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
