The State of ConnecticutDepartment of Consumer Protection (DCPis seeking a qualified state employees for the position of License and Applications Specialist to join our team in Hartford, CT.

  • Location: 450 Columbus Blvd, Hartford, CT
  • Hybrid role-combination of in-office and telework
THE ROLE
This License and Applications Specialist will report to the Division Director. This role will fulfill divisional licensing needs as well as to continue to provide online services related to licensing and will be responsible for an area of licensing, in addition to other licensing functions.
The License and Applications Specialist will support the online services currently offered by the division to its customers. In addition, this position will assist higher level staff in the analysis of current practices and requirements for various license types. This analysis will lead to the creation, testing, implementation and maintenance of new online features and services related to licensing. The position will need to be familiar with divisional processes, and specific licensing requirements in addition to software functionality. The position will be based in the License Services Division in Hartford.

ABOUT US
The Department of Consumer Protection protects the public health, safety, and welfare of Connecticut citizens by assuring that only qualified, competent individuals and businesses are licensed in the Department's 250 licensing categories. The License Services Division is responsible for the intake of all initial and renewal applications for licensure.

      PURPOSE OF JOB CLASS (NATURE OF WORK)

      In a state agency this class is accountable for performing the most complex tasks in the analysis and processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.

      EXAMPLES OF DUTIES

      • Performs the most complex related duties in processing complex certificate and permit applications; 
      • Receives and processes fees; 
      • Studies and analyzes factors and incidents impacting on regulatory responsibility and makes recommendations to implement changes; 
      • Acts as a hearings officer or participates in public hearings concerning issuance, revocation or amendment of certificates and permits; 
      • Explains laws and agency regulations to applicants and the public; 
      • Prepares correspondence; 
      • Assists in rate case matters; 
      • May perform or supervise investigations of violations; 
      • May supervise examination of and approve application process for interstate permits; 
      • Performs related duties as required.
      AGENCY RESPONSIBLE FOR ADMINISTRATION OF PROOF OF FINANCIAL RESPONSIBILITY FOR REGULATED TRANSPORTATION SERVICES:
      • May supervise or perform issuance of identification stamps or permits for regulated transportation services and keeping of appropriate records; 
      • May supervise or perform administration of evidence of financial responsibility of licensees.

      KNOWLEDGE, SKILL AND ABILITY

      • Knowledge of
        • relevant licensure, certification or permit functions of regulated entities; 
        • relevant regulated industry operations, practices and procedures; 
        • statistics; 
      • Skills
        • interpersonal skills; 
        • oral and written communication skills; 
      • Ability to
        • understand, interpret and apply laws, regulations and other written materials pertaining to entities regulated by department; 
        • research, analyze and evaluate data and prepare comprehensive written reports;

      MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

      Seven (7) years of clerical or technical experience in a regulated industry or with a regulatory agency.

      MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

      One (1) year of the General Experience must have been in preparing material for or actively participating in, hearings concerning the regulatory process.

      NOTE: For state employees this experience is interpreted at the level of a License and Applications Analyst.

      MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

      College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

      PREFERRED QUALIFICATIONS

      • Experience with Consumer Protection’s E-License system.
      • Experience developing, configuring and maintaining online functions and applications.
      • Experience evaluating licensing applications for compliance.
      • Experience creating and processing system workflows.
      • Experience leading staff.
