THE ROLE
The Transportation Director Of Property And Facilities Services role is within the Facilities Management section, which is comprised of (4) Regions and is responsible for the maintenance, repair, and operation of all Department facilities, except those under the jurisdiction of Rights of Way and Public Transportation. This includes monitoring and controlling energy usage and directing the activities of (3) regional repair operations and the building/grounds maintenance staff located at the Newington Administration Building.

  • Accountable for the oversight of multiple ongoing projects involving renovations and upgrades in the agency’s multi-use facilities (including critical code and safety improvements). Project involvement starts with design, follows facility construction progress, and coordinates all aspects of occupancy and startup operations. Overseeing these projects and the five-year capital plan is a vital part of this position.
  • Responsible for leading, directing, and overseeing all aspects and activities performed by the offices within the Facilities Management Section.
  • Demonstrate your administrative experience in physical plant maintenance and construction, including tank management.
  • Utilize enterprise financial systems like PeopleSoft.
  • Develop and implement contractual services for facility maintenance, custodial functions, service, repair, and annual testing of underground tanks and fueling equipment for Department-owned facilities.
  • Showcase collaborative, strategic, analytical, and innovative skills along with your ingenuity and desire to develop, lead, and implement change.
  • Ensure recommended best practices and strategies for improving operational performance and increasing efficiencies are achieved by supporting the agency’s internal operations and increasing customer services.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for directing the operations of the Division of Property and Facilities Services.

EXAMPLES OF DUTIES

  • Directs staff and operations of the division; 
  • Coordinates, plans and manages office activities;
  • Formulates program goals and objectives; 
  • Develops related policy;
  • Develops and coordinates maintenance shops on multi-trade projects;
  • Develops and maintains large-scale preventive maintenance programs;
  • Writes specifications and draws plans for minor capital improvement projects;
  • Develops specifications for and requisitions maintenance equipment supplies;
  • Interprets and administers pertinent laws; 
  • Evaluates staff; 
  • Prepares or assists in preparation of office budget; 
  • Maintains contact with individuals within and outside of office who might impact program activities; 
  • Administers, analyzes and evaluates financial implications of major and minor capital budgets to ensure conformance with appropriate legislation and departmental guidelines; 
  • Administers pertinent building, fire and safety laws; 
  • Administers components of departmental equipment and operating budgets; 
  • Directs renting and leasing of properties for department use;
  • Reviews and supervises execution of security measures for protection of departmental property; 
  • Negotiates and directs leasing, inspection and contract administration of department food and fuel rental facilities on state highways; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Responds to emergencies on a twenty-four hour basis;
  • May develop and administer security programs including training of security personnel;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • state and building codes and code enforcement;
  • Knowledge of
    • principles and methods of property control accounting and real property management; 
    • materials and methods of building construction;

    • review automotive and highway maintenance equipment specifications;
    • read and interpret blueprints and specifications;
    • plan, supervise and inspect building repair and maintenance work;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in the engineering design and review of large construction projects or in the maintenance and repair of large buildings and utility services.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory capacity.

NOTE: For state employees this experience is interpreted at the level of a Building Construction Project Supervisor or Plant Facilities Engineer 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience in concurrently managing many diverse projects of varying scale and complexity using a large staff spread over sizable territory.
  • Leadership experience, including the ability to establish, coordinate, monitor, prioritize, and delegate work duties to ensure operational objectives and deadlines are met in a timely fashion.
  • Experience in adapting to changing work priorities and compressed deadlines.
  • Experience with organizational communication to manage multi-unit workflow and facilitate effective interaction with internal and external customers.
  • Experience in developing and managing operational and equipment budgets.
  • Experience in negotiating, interpreting, and administering business contracts.
  • Certified as a Class A & B operator for underground storage tanks.
