The State of Connecticut, Department of Children and Families (DCF) – Albert J. Solnit Children’s Center South Campus – is accepting applications for one (1) full-time Medical Records Specialist 1 position in Middletown, CT.
We are seeking a detail-oriented and organized Medical Records Specialist 1 to support the accurate maintenance and management of patient health information. In this role, you will assist in maintaining comprehensive medical record files, including daily admissions and discharges, census data, case histories, diagnostic test results, signed release forms, and medical summaries. You will play a key part in ensuring the integrity of records by inspecting reports for omissions and errors, while also coding and filing diagnoses in accordance with established international classification systems such as ICD, WHO, DSM, and DRG standards.
The ideal candidate will contribute to the preparation of statistical and regulatory reports, support documentation for state and federal agencies, and assist with sensitive records. This position may also involve participation in legal proceedings, including attending probate court hearings to provide testimony when necessary. PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state medical institution or facility medical records department this class is accountable for independently performing a full range of tasks associated with maintaining medical records and medical records coding activities.
EXAMPLES OF DUTIES
- Assists in maintaining a file of medical records such as daily admissions and discharges, daily census, case histories, results of diagnostic tests, signed releases of information, medical summaries and abstracts;
- Inspects reports and records for omissions and errors;
- Codes and files a full range of diagnoses according to anatomical systems and in conformance with accepted international classification systems (i.e. ICD, WHO, DSM3, DRG, etc.);
- Prepares statistical reports on such matters as classification of disease, laboratory, dental, X-ray and physiotherapy activities;
- Prepares death certificates, burial permits and other related records;
- Prepares reports to state and federal agencies as required;
- May attend probate court hearings and give testimony;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Knowledge of
- basic medical terminology and human anatomy;
- medical coding principles and techniques with particular emphasis on International Classification of Disease Adopted procedures;
- principles of statistical data tabulation;
- office systems and procedures;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience in the maintenance of medical records and preparation of statistical reports.
PREFERRED QUALIFICATIONS
- Experience opening, maintaining, and closing medical records charts (paper and electronic).
- Experience meeting regulatory requirements (Joint Commission, Department of Public Health, and/or CMS) as related to medical records.
- Experience working in a behavioral healthcare facility/environment.
- Experience utilizing Microsoft Office suite (Word, Excel, Outlook, Access) to complete various medical records functions (admissions, discharges, census, transcribing reports, revising forms, producing reports)
- Experience coding diagnoses (ICD-11).
SPECIAL REQUIREMENTS
Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
