Introduction

The Connecticut Department of Transportation (CTDOT) is now accepting applications from current state employees for a Chief of Transportation Workforce Administration (Chief of Fiscal/Administrative Services 1) position within the Office of Talent and Staff Development within the Bureau of Finance and Administration in Newington.

POSITION HIGHLIGHTS
  • Full Time.
  • Monday - Friday.
  • Location: CTDOT Headquarters, 2800 Berlin Turnpike in Newington, CT.
  • This position is eligible to apply for telework after successful completion of the working test period and thereafter, in accordance with the telework policy.
  • Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them.
    THE ROLE
    The Chief Of Transportation Workforce Administration will be an advisor to the Bureau Chief of Finance and Administration. It oversees four divisions that provide support for the entire agency in many facets of the CTDOT operations. It will oversee the administration in the Divisions of Safety, Training, Organizational Development, Equal Opportunity and Diversity, and Workforce Development. This position will also work closely with statewide Human Resources and Labor Relations on matters that require collaboration to seamlessly operate the divisions this position directs. Additionally, this position will oversee budgetary and operational matters related to these divisions and work closely with all Department leadership.

    Additionally, the Chief of Transportation Workforce Administration 1 will be expected to:
    • Oversee the development and management of complex education and training programs that are specific to CTDOT and our operations, along with robust programming related to leadership development.
    • Serve as an expert resource for agency leadership in operating our safety programs and a high familiarity with OSHA standards.
    • Be able to work with a multitude of outside private partners, colleges and universities, and non-profit organizations to ensure the CTDOT is connected to the current and future workforce to maximize recruitment programs at CTDOT.
    • Manage the Division of Equal Opportunity and Diversity that oversees requirements of our Affirmative Action plan and conducts discrimination complaint investigations.
    • Ensure compliance with state training requirements, and keep agency policies and personnel memoranda up to date and in concern with State law and regulations.
    • Manage coordination between all “people” and workforce related functions and units within the CTDOT.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency, central business operation, this class is accountable for administering the programs and operations of a major fiscal division or fiscal/administrative services division.

    EXAMPLES OF DUTIES

    • Administers staff and operations of a major fiscal or fiscal/administrative services division including budget preparation and management, accounting and financial reporting and analysis;
    • Develops, implements and evaluates division policies, goals and objectives;
    • Designs and develops division programs and activities;
    • Implements new procedures and procedural revisions;
    • Determines appropriate staffing levels and directs management and coordination of staff;
    • Designs and implements performance review standards for division staff;
    • Maintains contacts with individuals within and outside of division who might impact on policy or program activities;
    • Acts as liaison for department with internal and external state contacts;
    • Directs financial planning activities including long and short-term forecasting;
    • Assists EDP experts in planning and implementation of financial aspects of EDP systems;
    • Utilizes EDP systems for financial analyses;
    • Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;
    • Leads the recruitment and hiring of staff, including outreach, interview and selection;
    • May direct a program of internal and/or external audit;
    • May direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping;
    • May ensure conformance in a facility or institution with related standards of JCAHO, OSHA, Environmental Protection and other regulatory agencies;
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of
      • and ability to apply management principles and practices;
      • and ability to apply relevant state and federal laws, statutes and regulations;
      • and ability to apply principles and practices of public administration with special references to governmental budget management and governmental accounting;
      • principles and procedures of personnel, payroll, purchasing, grant administration and contract administration;

    • Considerable ability in preparation and analysis of financial and statistical reports;
    • Ability to utilize EDP systems for financial management.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) at least one (1) of which must be an accounting function.*

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must be at a managerial level.

    NOTE: For state employees this experience is interpreted at the level of an Assistant Chief of Fiscal/Administrative Services, a Principal Budget Specialist or Fiscal/Administrative Manager.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
    • A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    • Experience managing and coordinating projects with multi-disciplinary teams.
    • Experience leading safety or operational programs that align with organizational goals and statutory requirements.
    • Experience working with and adhering to federal and state regulatory requirements.
    • Experience with Connecticut’s Affirmative Action requirements.
    • Experience in workforce development programs.
    • Experience with stakeholder communication and engagement including presenting operational information to internal and external partners.
