Introduction


The State of Connecticut, Office of the State Comptroller (OSC) is seeking a technically-skilled and solutions-oriented PeopleSoft HCM Benefits Business Lead (ERP Business Systems Team Lead) to lead the Human Capital Management (HCM) Benefits module within the Core-CT Division. DISCOVER THE OPPORTUNITY TO
  • Oversee and provide direction for the Core-CT Benefits module, ensuring alignment with statewide business needs; 
  • Establish, implement, and maintain guidelines and best practices for benefits administration within Core-CT;
  • Lead and coordinate open enrollment activities for state employees, retirees, and UConn graduate students, including planning, system readiness, and cross-agency collaboration;
  • Serve as liaison with healthcare carriers and external partners to support data exchange, file management, and benefits reporting;
  • Identify, troubleshoot, and resolve complex system and business process issues;
  • Contribute to requirements and gathering efforts and develop functional and technical documentation; 
  • Evaluate and map business processes, recommending improvements to enhance system efficiency and user experience;
  • Implement and validate system upgrades, patches, and enhancements, including impact analysis, testing strategy, and implementation validation;
  • Assess and communicate the impact of system changes on policies, procedures, and operations;
  • Develop and deliver reports, analytics, and queries to support business needs and decision-making;
  • Translate business requirements into functional specifications and ensure alignment with technical solutions;
  • Develop and deliver user training, job aids, and communication materials; 
  • Participate in system activities as needed. 
ABOUT US
The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public. 

We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller’s technical infrastructure, and is responsible for web development for the comptroller’s communication sites.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services or Office of the State Comptroller this class is accountable for supervising staff assigned to statewide Core-CT Enterprise Resource Planning (ERP) module(s) and/or function(s).

EXAMPLES OF DUTIES

  • Oversees assigned Core-CT ERP module(s) and/or function(s);
  • Schedules, assigns, oversees and reviews work of staff;
  • Provides staff training and assistance;
  • Conducts performance evaluations;
  • Plans workflow;
  • Establishes and maintains unit procedures;
  • Determines priorities and allocation of resources;
  • Establishes guidelines and best practices for assigned areas;
  • Determines and understands business and project requirements;
  • Develops solutions for agency issues within parameters of systems;
  • Identifies gaps and risks within various project elements; 
  • Created and implements project plans;
  • Develops contingency plans to address gaps and major risks; 
  • Maps processes to meet business needs, evaluating and redefining processes;
  • Communicates requirements to information technology staff for design and implementation of business solutions;
  • Tests, performs troubleshooting analysis and resolves complex problems;
  • Communicates difficult or complex issues and resolutions clearly and effectively to staff and agency users;
  • Acts as liaison across modules, with operating units, information technology staff and agencies;
  • Oversees development of training programs that are applicable to assigned area;
  • Determines and addresses training gaps and delivers user training;
  • Develops communication strategy that educates, informs and keeps users up to date with best practices;
  • Maintains ongoing list of requests and modifications under consideration;
  • Develops comprehensive reports;
  • Participates in module and cross-module team meetings;

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • Peoplesoft or ERP (system) integrated module(s) and/or function(s);
    • principles and practices of public administration related to financial management, human capital management, case management, security, and/or reporting;
    • ERP system integration;
    • and ability to map business processes;
    • and ability to utilize programming logic, validation testing, script writing, SQL and other troubleshooting software;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience as a business analyst operating within enterprise resource planning (ERP), human capital management (HCM) or financial systems.

NOTE: Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a professional capacity independently performing complex tasks in support of an integrated enterprise resource planning (ERP) system.

NOTE: For state employees this experience is interpreted at the level of an ERP Business Systems Specialist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in business administration, accounting, finance, public administration, human resources, information technology, information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Master's degree in public administration, business administration, human resources, information technology, information systems or accounting may be substituted for one (1) additional year of the General Experience.
  • For state employees two (2) years of experience as an ERP Business Systems Specialist may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience supporting or administering PeopleSoft Human Capital Management (HCM) applications, including Human Resources and Benefits modules. 
  • Experience interpreting, analyzing, and documenting business and functional requirements for HCM systems  in a public sector or large, complex organization, preferably including State of Connecticut requirements.
  • Experience coordinating or supporting open enrollment processes, including interaction with benefit carriers and enrollment file management.
  • Experience leading or supporting ERP-related projects, including development of project documentation, test plans, and implementation materials. 
  • Experience preparing and delivering written documentation and verbal presentation to diverse stakeholder groups, including both technical and non-technical audiences. 
  • Experience creating, modifying, and executing SQL queries and/or using PeopleSoft Query Manager to support reporting and data analysis.
