POSITION DETAILS
This Environmental Analyst 1 (EA1) position will be responsible for assisting other staff in the unit in completing field work and managing the post-closure care of LSO landfills around the state. Duties may include:
- Assisting with regular site inspections;
- Assisting with the collection of environmental samples;
- Assisting with the oversight of contractors during site work;
- Reviewing environmental data and data management;
- Assisting with the review of environmental reports and workplans for permit and regulatory compliance; and
- Assisting with the development and implementation of site specific work plans.
This is a 40-hour per week position, Monday through Friday, between the hours of 8:00 am and 4:30 pm. The EA1 may need to work non-standard hours to address certain field conditions or attend public meetings. There is an option to work on a hybrid office-telework work schedule. Some travel will be required.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.
In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.
EXAMPLES OF DUTIES
- Assists in developing departmental, statewide or local environmental plans and programs;
- Assists in research, collection and analysis of resources, data and educational materials;
- Assists in review and analysis of proposed projects for consistency with policies, statutes and environmental impact;
- Assists in coordinating database maintenance and disseminating information;
- Assists in drafting new regulations, statutes, guidelines and other written materials;
- Assists in formulating policy options;
- Assists in providing technical consultation to local, regional, state, federal officials and the public;
- Assists in coordinating federal grant-in-aid programs and preparing related documentation;
- Assists in developing enforcement actions and reports;
- Assists in reviewing and developing recommendations on environmental permit requests;
- Assists in developing and implementing environmental and leisure services education programs;
- Assists in preparing environmental impact statements and recommendations for corrective actions and/or alternatives;
- May assist in conducting site investigations;
- May assist in preparing publications and guidelines on environmental protection, natural resource education and economic development issues;
- Prepares environmental permit applications;
- May prepare enforcement actions;
- May serve as department representative on regulatory and advisory boards and/or committees;
- May serve as legislative liaison;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master’s degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
- NOTE: Education may only be substituted for a total of five (5) years.
- For state employees one (1) year of experience as an Environmental Compliance Specialist 2 may be substituted for the General Experience.
- Successful completion of an Environmental Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience or college coursework in environmental studies, natural resource management, chemistry, biology, geology, hydrogeology, geography, economics, or environmental regulations;
- Experience performing environmental field investigations;
- Experience reading and interpreting analytical data, drawings, plans, specifications, and maps;
- Experience researching environmental topics and preparing final documents, including technical reports;
- Experience communicating analytical, regulatory, scientific, geospatial, or environmental information verbally or in writing;
- Experience working with contractors and third party vendors on environmental job sites.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
