The Connecticut Airport Authority (CAA) is seeking skilled and motivated candidates for the role of General Trades Worker.  This position can be based on one of three locations.  Waterbury-Oxford Airport, located in Oxford, CT; Groton-New London Airport, located in Groton, CT; or, Hartford-Brainard Airport, located in Hartford, CT.  This role also includes required in-state travel to other General Aviation Airports.

  • ABOUT THE ROLE:
    The selected candidate will perform a broad range of skilled trade work, including electrical, painting, carpentry, HVAC, and plumbing tasks, as well as general facility and grounds maintenance.  This role also requires full participation in snow and ice removal operations as needed.  Incumbent must be willing to accept winter weather assignments and are required to participate in mandatory overtime from November 1st through April 30th each year.

    Applicants must be prepared to support emergency Airport Rescue Firefighting (ARFF) activities when required, including mandatory training.  Additional responsibilities include the use of permitted techniques for wildlife management, which requires completion of a designated safety training course relative to that requirement.  Ensuring airport safety and security is a core priority.

    POSITION REQUIREMENTS:
    • There is a one-hour response time when called into work.
    • This position requires a valid driver's license.
    • This position requires you to obtain a Medical Examiner's Certificate (MEC) upon hire and to be maintained for the duration of employment.
    • This position is categorized as Emergency Support Services/Essential Staff.  Must be willing and able to work during emergency closures/delayed openings due to inclement weather or for significant events that affect operations.
    • Applicants must be willing to respond to system and equipment emergencies whenever their services are needed, to include nights, weekends and holidays.
    • Applicants must be willing to accept assignment to Airside or Landside snow removal during winter months from November 1 through April 30, which may be for extended periods.  Various storm events will require employees to stay at work for the duration of the storm, which at times could be up to a period of several days including holidays and weekends.
    • An individual serving in this position must be able to successfully undergo a through background and security screening, firefighter physical examination, pre-employment drug screening, fingerprinting and maintain required security clearance during the duration of employment.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    This class is accountable for performing highly skilled trades duties in various trade areas.

    EXAMPLES OF DUTIES

    • Performs highly skilled maintenance and/or construction work requiring the application of trade skills, codes, and standard trade practices in a variety of trade areas including but not limited to: electrical, plumbing, carpentry, HVACR, glazing, masonry, painting work, etc; 
    • Makes estimates of time, personnel, and material required on assigned tasks; 
    • Keeps necessary records; 
    • Performs duties related to the trade or trade areas as required; 
    • In smaller trade areas, may be the sole worker running a skilled trade area; 
    • At state owned airports may be required to stand by for and respond to fire and/or crash emergency situations; 
    • May operate and maintain heavy earth moving equipment; 
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of and ability to apply the standard tools, materials, methods, and practices of a variety of trade areas;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Four (4) years of experience in one or more trade areas.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been performing skilled trade functions in one or more trade areas.

    NOTE: For state employees this experience is interpreted the level of a Skilled Maintainer or Transportation Maintainer 2. Housekeeping, custodial, and food services duties will not be considered as qualifying experience.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • Graduation from a vocational or technical school with a diploma designating completion of subject requirements in a maintenance trade area may be substituted for two (2) years of the General Experience.
    • At the University of Connecticut Internship Training Program:  Possession of 4,000 registered on-the-job training (OJT) apprenticeship program hours, recognized by the Department of Labor’s Office of Apprenticeship, along with related instruction hours in the respective maintenance trade area may be substituted for the General Experience for licensed trades (Electrical, Plumbing, HVACR) only.
    • At other state agencies: Two (2) years of experience as a Qualified Craft Worker Trainee may be substituted for the General and Special Experience.

    PREFERRED QUALIFICATIONS

    The preferred candidate will have:
    • 2-3 years' of electrical experience.
    • Experience covering a variety of trades, including electrical, plumbing, carpentry, HVACR, masonry, and painting.
    • Experience using equipment for snow and ice renoval.
    • Experience troubleshooting and performing repairs for building maintenance.
    • Experience performing landscaping and groundskeeping duties.
    • Knowledge of radio monitoring and communications.
    • Firefighting or Aircraft Rescue Fire Fighting experience.
    • Working experience in an airport environment.
    • Valid commercial driver's license (CDL), Class A or B and Medical Examiner's Certificate (MEC).
    • Experience utilizing safe work practices per OSHA (Occupational Safety and Health Administration) and ConnOSHA rules.

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required by the appointing authority to possess or acquire and retain appropriate current licenses, permits and/or certifications.

    CHARACTER REQUIREMENTS

    At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

    PHYSICAL REQUIREMENTS

    • Incumbents in this class must have adequate physical strength, stamina, physical agility, and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
    • A physical examination may be required.

    WORKING CONDITIONS

    • Incumbents in this class may be required to lift moderate to heavy weights; may be exposed to extreme weather conditions and to risk of injury from equipment.
    • The appointing authority may require completion of hazardous materials training programs, such as asbestos, PCB, PFAS, consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
