The State of ConnecticutDepartment of Mental Health and Addiction Services (DMHAS) is currently seeking a dedicated and experienced Behavioral Health Program Manager to join our team. 

POSITION HIGHLIGHTS:
  • Division: Office of the Commissioner (OOC)
  • Location: Hartford, CT 
  • Schedule: Full-time, 1st shift, Monday - Friday 8:00am - 4:30pm

    THE ROLE:

    Job duties include but are not limited to:

    • Oversee training and monitoring of permanent supportive housing programs;
    • Oversee training and monitoring of targeted case management for permanent supportive housing programs;
    • Facilitate quarterly housing and homeless services meetings;
    • Create and update homeless outreach and permanent supportive housing services Policies and Procedures manuals and contract language;
    • Liaison with other state agencies regarding new homeless and housing initiatives;
    • Provide administrative direction in the processing of contracts for DMHAS;
    • Provide administrative direction in data elements and collection for permanent supportive housing and outreach and engagement levels of care;
    • Develop and maintain progress reports and other reports for submission to appropriate federal and state agencies;
    • Collaborate with state agencies and other organizations in the planning/development of programs to benefit individuals experiencing homelessness or transitioning from homelessness with mental illness and/ or substance use disorders;
    • Administer and analyze, for accuracy, agency budgets/contracts;
    • Prepare statistical reports for community agencies;
    • Participate in decision making process of state and federal grants;
    • Provide administrative direction in analyzing housing and homeless services programs conformance/adherence to relevant federal and state statutes, assuring no policy or administrative decision contradicts state or federal law;
    • Design, form and participate in work group on Evidence-Based Practices (EBP) used to improve effectiveness of homeless and housing related services and programs;
    • Act as evaluation coordinator for state funded homeless outreach and supportive housing projects;
    • Programmatic and contract oversight of the homeless outreach and PSH funded agencies which provide housing-based case management;
    • Represent DMHAS at various statewide homeless and housing meetings.

          PURPOSE OF JOB CLASS (NATURE OF WORK)

          In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

          EXAMPLES OF DUTIES

          • Assists in directing staff and operations for special programs;
          • Coordinates, plans and manages program activities;
          • Assists in formulating policy and procedures relating to general administration of a managed service system;
          • Participates in the formulation of agency policy; 
          • Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
          • Interprets and administers laws pertaining to program;
          • Trains and evaluates staff;
          • Prepares and administers facility and community grant budgets;
          • Maintains contact with individuals, groups and other organizations which might impact on program operations;
          • Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
          • Assesses staff needs for delivery of services;
          • Carries out policies and directives of department;
          • Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
          • Ensures compliance with internal agency and accrediting bodies' standards;
          • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
          • May assume a leadership role for agency system wide program development and administration activities;
          • Performs related duties as required.

          KNOWLEDGE, SKILL AND ABILITY

          • Considerable knowledge of
            • principles and practices of public administration; 
            • principles of mental health treatment and program design; 
            • managed care system principles and practices; 
            • clinical treatment methodologies and programs for psychiatric clients; 
            • community resources; 
          • Knowledge of
            • relevant state and federal laws, statutes and regulations;
            • relevant agency policies and procedures;
            • assertive treatment programs;
            • quality assessment and/or improvement techniques and accreditation body standards;

          MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

          Eight (8) years of experience in business or health care administration or program development involving responsibility for financial management or budget development or grants management or professional health care or social services experience.

          MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

          • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
          • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

          PREFERRED QUALIFICATIONS

          • Experience with contract development and monitoring.
          • Experience with statewide program oversight.
          • Experience working with unhoused and unstably housed populations.
          • Experience monitoring data and outcomes.
          • Experience implementing evidence-based outcomes.
          • Experience with state and federal laws, statutes, and regulations related to housing, substance use disorder, and behavioral health services.
          • Experience leading continuous quality improvement initiatives, including delivering technical assistance and training.

          SPECIAL REQUIREMENTS

          Incumbents in this class may be required to possess appropriate current licenses or certifications.
