The State of Connecticut, Department of Banking (DOB) is accepting applications to hire a Staff Attorney 2 to join our Financial Institutions Division.
POSITION HIGHLIGHTS:
- SCHEDULE: Full-Time (40 Hours), First Shift, Monday-Friday, Hybrid work environment (combination of on-site and remote work)

THE ROLE:
- Perform advanced, complex, and interesting legal work relating to all sectors of the financial services industry regulated by the Department;
- Prepare legal opinions and other documents;
- Help craft and review legislation to be considered by the Connecticut General Assembly;
- Work closely with management, examination staff, and other state and federal regulatory agencies, as well as with the Attorney General’s office;
- Provide legal support associated with agency review of applications and transactions;
- Participate in the conduct of various educational activities, including presentations to the agency and other outside groups; and
- Assist in all other legal matters of the Department as directed by management.

As a fundamental part of its mission, the DOB is committed to protecting Connecticut users of financial services from unlawful or improper practices by ensuring that regulated entities and individuals adhere to state consumer credit matters. The Department accomplishes this through regular, thorough, and cost-effective licensing and examination of the entities it supervises. The Department also has a robust enforcement program to ensure that all industry members are adhering to applicable laws. In addition, the Department also engages the public and other stakeholders through a variety of media platforms, educational outreach initiatives, and press communications.

The Financial Institutions Division is responsible for the supervision of insured state-chartered bank and trust companies, savings banks, savings and loan associations and credit unions, in addition to innovation banks and trust banks. The Division also licenses foreign banking organizations that establish and maintain representative offices, agency offices and branch offices in Connecticut, and supervises bank holding companies. It has responsibility for analyzing applications for new bank or credit union charters, acquisitions, mergers, conversions, branches, changes in corporate structure, and credit union field of membership expansions. In addition, the Division licenses business and industrial development corporations, international trade and investment corporations and certain non-banking corporations that exercise fiduciary powers.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks in the legal work of the agency.
EXAMPLES OF DUTIES
- Performs advanced and complex legal work of an agency;
- Researches, interprets, analyzes and applies complex and conflicting laws and regulations, case law and legal principles;
- Acts as hearing officer or represents agency in formal administrative and public proceedings on a full range of cases involving complex legal and technical issues;
- Negotiates and drafts settlement agreements;
- Drafts advisory opinions, rulings, decisions, recommendations, findings, legislation, statutes, regulations, publications and other related legal documents;
- Assists in the preparation and presentation of trials and appeals;
- Consults with the Office of the Attorney General on legal issues;
- Researches complex legal issues;
- Conducts investigations and enforcement proceedings;
- Prepares comprehensive reports for use in administrative and court proceedings;
- Prepares pleadings and other court papers;
- Interprets and applies complex or conflicting laws and regulations, case law and legal principles;
- Participates in the conduct of various educational activities;
- Provides legal guidance when duly authorized;
- Provides input into policy formation;
- Reviews court decisions, new and proposed laws and regulations to determine impact on agency operations;

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Two (2) years of experience in the practice of law.
PREFERRED QUALIFICATIONS
- Experience with banking laws and regulations.
- Experience with corporate transactions, including mergers and acquisitions.
- Experience with legislative processes.
- Experience providing guidance with agency stakeholders in legal matters.
- Experience managing legal support staff.
SPECIAL REQUIREMENTS
- Incumbents in this class must be admitted to practice law in the State of Connecticut.
- Incumbents in this class may be required to travel.
