THE ROLE

This goal of this position is to improve the safety of CTDOT construction and maintenance personnel and contractors in work zones, as well as the traveling public via a Work Zone Safety Program.  The position will be responsible for managing the budget, planning and leading the organization of educational campaigns, outreach initiatives, and event coverage regarding work zone safety.  The Transportation Planner 2 will be responsible for aiding in the development of the Triennial Highway Safety Plan, Annual Grant Application (AGA), and the Highway Safety Annual Report, which ensures compliance with Department policies, National Highway Traffic Safety Administration guidelines, and relevant federal laws and regulations.  This position will also closely work with the Traffic Safety Engineering team to develop annual State Safety Performance Measures.

This position will work closely with stakeholders and law enforcement agencies, providing guidance and overseeing the review, evaluation, and monitoring of grants, as well as the review and processing of invoices. Responsibilities also include processing extensions of personal service agreements for consultants, developing memorandums of understanding with other state agencies and universities, preparing quarterly reports for federal agencies, and managing the RFP process for renewing personal service agreements. In addition, this position may assist in the training and supervision of Connecticut Careers Trainees.

The selected candidate will be required to travel, primarily within the state.

  • This position will report to a Transportation Supervising Planner or employee of a higher level.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

  • Reviews proposals, grants, and contracts related to the program;
  • Coordinates program educational campaigns;
  • Prepares and facilitates Work Zone Committee meetings;
  • Coordinates community outreach events;
  • Coordinates Work Zone Awareness press events;
  • Analyzes crash data to implement effective projects to reduce fatalities and injuries on Connecticut roadways;
  • Addresses internal and external traffic safety data queries;
  • Reviews and approves grant applications for various projects;
  • Reviews and processes reimbursement claims;
  • Reviews and processes claims from state agencies for various related projects;
  • Performs project monitoring review activities and prepares related documentation;
  • Participates in various in-person or virtual conferences, webinars, and meetings;
  • Prepares quarterly reports;
  • Travels primarily within the state;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; 
  • Knowledge of environmental considerations involved in transportation planning;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.

NOTE: For state employees this experience is interpreted at the level of a Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • A Bachelor’s or Master’s degree in Communications, Urban or Regional Planning, Political Science, Public Administration, Psychology, Sociology, Criminology, or a closely related field
  • Experience with program management
  • Experience with data analysis, interpretation, visualization, and communication
  • Experience developing documents per federal regulations
  • Experience with Highway Safety Legislation, review, and analysis
  • Experience developing, maintaining, and enhancing relationships with other offices, bureaus, stakeholders, and outside entities

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to travel.
