Introduction


The Department of Revenue Services (DRS) is recruiting for a qualified candidate to direct the Operations Bureau as Revenue Services Bureau Chief.

Position Highlights
The Bureau chief is accountable for planning, organizing, directing and controlling programs and staff of a Bureau with multiple and varied divisions, subdivisions and units. 

The ideal candidate will be able to direct the Bureau and a customer centric, values driven, revenue generating approach while ensuring compliance with applicable federal and state statutes as they apply to the Department of Revenue services.

DRS administers state taxes (except for the property tax) and collect state revenue while safeguarding and protecting Connecticut taxpayer rights and privacy. The Department of Revenue services represent the state of Connecticut and litigation before the state's Tax Court and may initiate civil collection actions to collect unpaid taxes, including the placement of liens and the issuance of tax warrants. The DRS also conducts criminal investigations of potential tax violations of the Connecticut general statutes.

DRS serves taxpayers and collects funds to help the state of Connecticut carry out its various functions; while providing research, data, and guidance concerning state taxes to support state fiscal and economic policies period since the work of the Department of Revenue services touches so many, the agency has a special responsibility to become welcoming, accessible, and fair.

Selection Plan

In order to be considered for this job opening you must be a current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for planning, organizing, directing and controlling programs and staff of a bureau (Process Group) with multiple and varied divisions, subdivisions and units.

EXAMPLES OF DUTIES

  • Directs staff and operations of a bureau (Process Group);
  • Coordinates, plans and manages bureau activities;
  • Formulates, implements and evaluates bureau policies, program goals and objectives including comprehensive long and short range plans, program priorities, funding, strategies, legislation and regulations consistent with agency mission; 
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws; 
  • Develops and implements performance measurements and standards; 
  • Prepares Process Group budget and determines priorities for expenditure of financial and related resources;
  • Maintains contacts with individuals within and outside Process Group who might impact on policy or program activities;
  • Implements new procedures and procedural revisions and standards;
  • Works cooperatively with other agency operating units to effectuate high levels of external and internal customer service; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May serve as liaison to outside contractors; 
  • May recommend and/or assist in drafting proposed legislation;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Ten (10) years of professional experience in business or public administration, auditing and/or accounting.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Three (3) years of the General Experience must have been in a managerial capacity accountable for planning, analysis and implementation of major programs.

    NOTE: For state employees this experience is interpreted at the level of a Tax Operations Assistant Chief.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
    • A Master’s degree in a related field (e.g. accounting, finance, business, public administration), C.P.A or J.D. may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    • Experience dealing with multiple tax types, state legislation, federal tax laws, other agencies and tax authorities
    • Experience working on large scale agency projects
    • Extensive knowledge of and experience with Title 12 of the Connecticut General Statutes
    • Proficient working knowledge of the departments tax administration system
