Introduction


The State of Connecticut, Department of Energy and Environmental Protection (DEEP), Geological Survey invites applications for an experienced geologist to join the team as an Environmental Analyst 3.

This permanent, full-time position (35 hours per week) provides a unique opportunity to work in a small geological survey where scientific contributions play a central role in advancing the understanding of Connecticut’s diverse and complex geology. The role supports bedrock mapping and research initiatives and contributes to the production of authoritative geologic maps, datasets, and publications with lasting statewide value.

Position Highlights
  • This position will be located at DEEP headquarters at 79 Em Street, Hartford CT. This position has the opportunity of teleworking and a flexible in office schedule.
  • Duties include but not limited to:
    • Adhere to the geology mission of the CGNHS (CGS Ch.462 Sec.24-1 to 24-4).
    • Oversee technical reviews of quarry geologic source reports and geochemical data therein associated with aggregate for use in concrete under Connecticut General Statues § 22a-349c and 22a-349d.
    • Serve as the Principal Investigator on federally funded projects.
    • Coordinate geological field surveys and provide technical direction for scientific research, public engagement activities, and professional services.
    • Provide scientific support and advice to federal and state government officials, private developers, non-profit organizations, educators, students, the media, and public.
    • Foster collaborative relationships with the academic community, municipal stakeholders, Councils of Governments (COGs), State and Federal agencies, non-profits, and the public.
    • Collaborate with other State Geological Surveys in the formulation of National earth science policies, programs, and related issues.
    • Serve on internal and external State and National committees as a scientific representative of the DEEP and the State of Connecticut.
    • Collect, compile, analyze, and preserve data pertaining to the geologic environment.
    • Manage the preparation and publication of reports and maps on the geology and natural resources of the State.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions.

In other state agencies this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues, developing recommended actions and programs and implementing policy and program decisions.

EXAMPLES OF DUTIES

WORKING LEAD: 

  • As assigned by the supervisor, distributes, prioritizes, assigns and reviews unit work; 
  • Provides staff training and assistance; 
  • Conducts or assists in conducting performance evaluations; 
  • Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; 
  • Recommends policies and standards; 
  • Prepares reports and correspondence; 
  • Performs related duties as required.

ADVANCED WORKING LEVEL: 

  • Conducts specialized planning, research, inventory, environmental quality and natural resource studies; 
  • Provides technical assistance in identifying state resources, planning and implementing natural resource education programs and formulating environmental policies and management practices; 
  • Designs elements to be included in plans; 
  • Develops programs and regulations to implement environmental policy; 
  • Serves as program coordinator; 
  • Reviews and analyzes proposed legislation or projects for consistency with policies, plans and statutes; 
  • Designs and conducts site investigations; 
  • Prepares environmental impact statements and recommends corrective actions and alternatives; 
  • Coordinates permit, monitoring and enforcement activities; 
  • Reviews and coordinates grants programs; 
  • Reviews and makes recommendations regarding permit and registration requests; 
  • Serves as department representative on various regulatory and advisory boards and committees; 
  • Prepares informational and educational materials, grant applications, legal documents, budget information and review and enforcement reports; 
  • Oversees development and preparation of publications and guidelines on environmental protection, natural resource education and other issues; 
  • Serves as agency program coordinator; 
  • Monitors and testifies at public hearings; 
  • Serves as a legislative liaison; 
  • Makes recommendations on policies or standards; 
  • Prepares reports and correspondence; 
  • Leads lower level staff on assigned projects; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

    • principles and practices in fields relative to environmental protection;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
  • NOTE: Education may only be substituted for a total of five (5) years.
  • For state employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Hold a professional geology license or meet the qualifications for Certified Professional Geologist (CPG) through the American Institute of Professional Geologists.
  • Experience completing independent, graduate-level research in geology or earth sciences fields.
  • Experience conducting bedrock geologic mapping with responsibility for field investigations, data collection, and interpretation.
  • Experience coordinating research projects, including planning, overseeing data collection, evaluating results, and ensuring integration into technical products.
  • Experience analyzing geophysical data to support geologic mapping.
  • Experience independently interpreting geological datasets and conducting technical reviews of geologic reports or mapping products.
  • Experience coordinating geologic fieldwork.
  • Experience producing geologic maps using Geological Information Systems (GIS).
  • Experience providing technical guidance on geological projects, mentoring, and supervising.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
