- You are comfortable overseeing large-scale initiatives, managing multiple priorities, and leading teams responsible for delivering high-quality statewide benefit services.
DISCOVER THE OPPORTUNITY TO
- Direct and oversee the performance of the State Employee and Retiree Health Plans and the Health Enhancement Plan, including management of vendor and contractor activities;
- Oversee administration and strategic management of the State Partnership Plan;
- Lead the development and implementation of value-based provider contracting strategies, including total cost of care agreements with shared risk arrangements;
- Convene and facilitate monthly meetings of the Healthcare Cost Containment Committee, including both public sessions and labor-management discussions;
- Provide leadership and direction to Assistant Directors and supervisory staff to ensure effective administration of employee and retiree benefit programs;
- Oversee procurement, management, and performance monitoring of approximately 30 vendor contracts for administrative services, data analytics, actuarial reporting, and regulatory compliance;
- Coordinate with actuarial consultants to support preparation for Governmental Accounting Standards Board (GASB) reports related to Other Post-Employment Benefits (OPEB);
- Oversee administration of OPEB funding process, including payroll deduction programs and related financial reporting.
ABOUT US
The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.
We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.
The Healthcare Policy and Benefit Services division administers benefits programs for all state employees, retirees, and their families covering over 270,000 lives. The division is accountable for the contract procurement, administration, and evaluation of benefit programs and identifies and implements initiatives to improve benefit programs and achieve significant savings.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of the State Comptroller this class is accountable for directing the programs and activities of a division with major statewide impact.
GUIDELINES FOR JOB CLASS USE

EXAMPLES OF DUTIES
- Directs staff and operations of a division with major statewide impact;
- Develops, implements and evaluates division policies, goals and objectives;
- Coordinates, plans and manages division activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Implements new procedures and procedural revisions;
- Interprets and administers pertinent laws;
- Evaluates staff;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in accounting, auditing, business administration with a major emphasis in an accounting area, information technology, administration of employee pension plans or other benefit programs or legal experience in the area of benefits administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a managerial capacity.
NOTE:
- Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and monitoring a budget.
- For state employees managerial capacity is interpreted at the level of an Accounting Manager or State Comptroller Assistant Division Director.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in accounting, computer science, or business administration may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in accounting or business administration may be substituted for one (1) additional year of the General Experience.
- Certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant or Certified Internal Auditor.
- A law degree from an accredited school of law may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience administering retiree health insurance benefits, including eligibility determination, enrollment processes, premium administration, claims processing, and legal and regulatory compliance.
- Experience administering or coordinating employer-sponsored health benefits with Medicare and Medicare Advantage plans, including benefit coordination and eligibility considerations.
- Experience reviewing and interpreting benefit plan documents, federal and state statutes, and collective bargaining agreements related to employee or retiree benefit programs.
- Experience using current an emerging technologies including data analytics, benefits administration systems, or financial analysis tools to support benefit or retirement program administration.
- Experience managing multiple concurrent projects or program responsibilities with competing deadlines.
- Experience communicating effectively with a diverse population through verbal and written communication.

Incumbents in this class may be required to travel.
