The State of Connecticut, Department of Labor (DOL) – is currently accepting applications for WIOA Program Monitor (Planning Analyst) located in Wethersfield, CT.
We are seeking a detail-oriented and analytical professional to serve as our WIOA Program Monitor (Planning Analyst). In this critical role, you will help ensure the integrity, accountability, and effectiveness of workforce development programs funded under the Workforce Innovation and Opportunity Act (WIOA). By providing comprehensive programmatic and fiscal oversight, you will play a key part in safeguarding public resources while strengthening service delivery for job seekers and employers.
The WIOA Program Monitor (Planning Analyst) evaluates workforce programs and subrecipients to ensure compliance with federal, state, and local requirements. This position conducts on-site and desk monitoring reviews, analyzes performance and fiscal data, and assesses internal controls to promote transparency and responsible stewardship of funds. The role also prepares detailed monitoring reports that outline Findings, Concerns, and actionable recommendations for corrective action and continuous improvement.
Beyond compliance oversight, this position serves as a collaborative partner to workforce boards, service providers, and state agencies—offering technical assistance, guidance, and training to support high-quality program implementation. Through special studies, data analysis, and performance reporting, the WIOA Program Monitor (Planning Analyst) contributes to strategic planning efforts and drives ongoing program enhancement.
