Introduction


The State of Connecticut, Department of Developmental Services (DDS), Central Office, Educational Support and Staff Development Services Unit, has one full time Health Care Training Coordinator (40 hour) vacancy.

This position will oversee all trainers and instructors of the ESSD department. The Health Care Training Coordinator will analyze, review and assign workloads as well as design workflows to improve the quality of training programs. The Health Care Training Coordinator will also work with field supervisors and managers to ensure the employees of DDS maintain compliance in vital training and certifications such and Abuse & Neglect Prevention, CPR, PMT, Sexual Harassment Prevention, Workplace Inclusivity and many more. This proactive measure will work to avoid most citations issued by federal or state statutes for violations of non-compliance. The Health Care Training Coordinator will also travel to various training sites to aid in coverage for training courses. They will also ensure the equipment being utilized for training meets safety standards. This position is required to assist public and private providers in ensuring health and safety standards are met through training courses, support functions, providing technical support and assistance to providers, in an effort to maintain compliance with DDS requirements.

POSITION HIGHLIGHTS
  • LOCATION: Central Office - Hartford, CT
  • UNIT: Educational Support and Staff Development Services Unit
  • SCHEDULE: Full time (40 hours/week), first shift 8:00 a.m. - 4:30 p.m. Monday through Friday schedule. Candidate must be flexible to meet the needs of the agency. Statewide travel may be expected.
NOTE:
  • Incumbents in this class are required to maintain CPR, PMT, and First Aid certificates.
  • Incumbents in this class are required to travel and provide training to various sites.
  • Incumbents in this class are required to possess and retain a valid Motor Vehicle Operator's license.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Developmental Services and Mental Health and Addiction Services this class is accountable for supervising in-service training programs for staff involved in providing services to individuals with intellectual or psychiatric disability.

EXAMPLES OF DUTIES

  • Plans, develops, implements and evaluates in-service training programs for staff including orientation programs for new employees; 
  • Determines training needs through use of formal needs assessment, federal and state mandated in-services, Consent Decree and requests from supervisors and department heads; 
  • Develops course objectives and curricula to meet specific training needs; 
  • Selects most appropriate training methods to accomplish course objectives; 
  • Conducts training sessions utilizing lectures, role playing, seminars, group discussions and audio visual presentations; 
  • Provides consultation and technical assistance to other trainers; 
  • Recommends and initiates changes in training methods and materials to effect improvements; 
  • Reviews training courses to determine effectiveness and appropriateness of contents; 
  • May conduct training sessions for staff involved in providing services to individuals with intellectual disability in private residential facilities and community training homes or to individuals with psychiatric disability in an inpatient, community and/or outpatient program; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of methods and techniques of planning, developing, implementing and evaluating training programs; 
  • Knowledge of
    • methods and techniques necessary to identify and analyze training needs and determine objectives for training programs; 
    • adult education training methods and techniques including computer-based training and related equipment; 
    • principles and practices of care, training, habilitation and rehabilitation of individuals with intellectual or psychiatric disability; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the care and treatment of individuals serviced by the agency.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must include primary responsibility for conducting staff training programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a behavioral science, education or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience with the methods and techniques of planning, developing, implementing and evaluating training programs
  • Experience with the methods and techniques necessary to identify and analyze training needs and determine objectives for training programs
  • Experience with adult education training methods and techniques including computer based training and related equipment
  • Experience with the principles and practices of care, training, habilitation and rehabilitation of individuals with intellectual or psychiatric disability
  • Experience demonstrating interpersonal and critical thinking skills
  • Experience demonstrating oral and written communication skills
  • Behavior management instructor certification like PMT, etc.
  • CPR instructor certification
  • Experience with Learning Management Systems like SABA, Therap, etc. 

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to maintain CPR, PMT, Medication Administration and First Aid certificates.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
