    • Location: 450 Columbus Boulevard in Hartford, CT.

      THE ROLE
      We are seeking a highly motivated, collaborative professional who excels in developing and delivering support to education agencies, creating and implementing curricular resources, and facilitating professional learning for diverse audiences—including educators, district and school leaders, families, and community partners.

      The ideal candidate demonstrates strong written and verbal communication skills and can translate complex research, data, and policy into clear, accessible information for multiple stakeholders. As an Education Consultant, you will apply your knowledge of state and federal policies related to English Learners and Multilingual Learners, bilingual education, and curriculum to promote universal access to high-quality programs across educational systems. Success in this role requires the ability to manage multiple projects, meet deadlines, and work both independently and as part of a mission-driven, collaborative team.

      This position involves meaningful collaboration with district and school leaders, state agencies, advocacy organizations, families, community groups, and institutions of higher education to support coherent, inclusive, and sustainable literacy initiatives.       The Connecticut State Department of Education is the administrative arm of the Connecticut State Board of Education. Through leadership, curriculum, research, planning, evaluation, assessment, data analyses and other assistance, the Department helps to ensure equal opportunity and excellence in education for all Connecticut students.       PURPOSE OF JOB CLASS (NATURE OF WORK)

      In the Departments of Aging and Disability Services, Education, and the Connecticut Technical Education and Career System plans and executes programs of extensive difficulty and scope for the improvement of education and services to individuals with disabilities in the state and performs related work as required.

      EXAMPLES OF DUTIES

      • Assists a Bureau Chief or Director in supervising the broad educational and/or disability programs and services offered by the state; 
      • Develops and administers specific programs of major importance within the framework of policies outlined by the Bureau Chief or Director; 
      • Provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; 
      • May assist in preparing and administering the allocated budget, and in directing the routine functioning of the bureau.

      KNOWLEDGE, SKILL AND ABILITY

      • Thorough knowledge of the philosophy and methods of education or the assessment and/or provision of services to individuals with disabilities with particular reference to the field concerned; 
      • Teaching skill; 
      • Considerable ability to deal effectively with others; 
      • Considerable administrative ability; 
      • Ability to prepare comprehensive written reports.

      MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

      An earned advanced degree and eight (8) years of professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the appropriate Board and/or appointing authority.

      PREFERRED QUALIFICATIONS

      • Experience reading, interpreting, and applying bilingual and English Learner (EL) and Multilingual Learner (ML) legislation.
      • Experience administering Title III of the Elementary and Secondary Education Act.
      • Experience designing instruction that meets CT English Language Proficiency (CELP) and CT Core Standards.
      • Experience responding to Title III inquiries from school districts.
      • Experience managing grants through a grant application system.

      SPECIAL REQUIREMENTS

      Incumbents in this class in certain positions may be required to possess an appropriate certificate issued by the appropriate Board and/or appointing authority.
