THIS JOB IS FOR YOU IF
- You have deep experience in governmental budgeting and accounting, are comfortable managing large appropriations, and take pride in ensuring fiscal integrity, compliance, and strong internal controls.

DISCOVER THE OPPORTUNITY TO
- Maintain budgets based on appropriation acts, bond bills, B-107 documents, and bond commission authorizations;
- Prepare and approve accounting entries as required by state statute and other directives;
- Review and authorize budget appropriations and allotment documents processed in Core-CT;
- Oversee and conduct the monthly general ledger and fiscal year-end close processes;
- Oversee monthly reconciliations of the state’s various funds and Special Identification Codes.
- Coordinate the fiscal year-end close process with the Core-CT budget team to close the budgets and general ledgers for Mod_Accrl and Mod_Cash, and establish required budgets in the new fiscal year;
- Work with and supervise staff in the preparation of the state’s annual September 30th year-end and statutory/budgetary financial statements;
- Serve as a liaison between the division and state auditors during the audit of the state’s annual statutory/budgetary financial statements;
- Contribute to and review components of the state’s Annual Budgetary Report – Legal Basis;
- Coordinate and supervise preparation of additional statewide fiscal products;
- Participate in the development of budgetary and accounting policies/procedures;
- Provide guidance and training to staff within the unit;
- Perform other tasks as needed.
ABOUT US
The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.
We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.
The Budget and Financial Analysis division performs the state’s accounting and financial reporting functions and develops and executes the agency budget. The division is accountable for posting, analyzing, and reporting state expenditures and regularly monitors the health of the state’s budget condition.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews the work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops or makes recommendations on the development of policies and standards;
- Interprets and administers pertinent laws;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Coordinates fiscal functions including budget preparation and management, accounting and financial reporting and analysis;
- Assists in planning and implementation of financial aspects of EDP systems;
- Utilizes EDP systems for financial records, reports and analyses;
- Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;
- Supervises and coordinates a variety of administrative functions such as grant administration, payroll, purchasing and contract administration;
- In addition to supervising fiscal/administrative functions may supervise support services;
- In a facility, in addition to the above, may ensure conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been supervising professional level staff.
NOTE: For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Possession of a bachelor’s degree in accounting.
- Experience performing financial close functions and developing and analyzing financial statements.
- Experience analyzing and evaluating financial records, methods, and procedures.
- Experience leading and supervising a team of professional financial staff.
- Experience with Oracle/Peoplesoft Human Resource Management Systems and financial modules.
- Experience using Microsoft Word, Excel, and Access to prepare and format professional documents, run complex formulas and analyze data, develop and maintain databases and conduct data reporting.
